Ali Mohammed Al Khoury

Ali Mohammed Al Khouri is considered a ‘think and do tank’ and one of the world leaders in the field of management practice development and digital transformation[1], with more than 28 years of experience in the public sector.

Al-Khouri is currently the Advisor to the Arab Economic Unity Council and Chairman of Arab Federation for Digital Economy in the League of Arab States; and missioned to provide strategic intelligence and support the digital transformation in the Arab countries.[2]. He is also working as a Director General in the Ministry of the Interior of the United Arab Emirates where he manages a range of strategic technological initiatives.

Biography[edit]

Al-Khouri began his career as an officer in the year 1990 in Abu Dhabi Police GHQ, as he successfully led and managed a wide range of strategic security, technological and infrastructure transformation initiatives. He succeeded in the completion of the UAE government plans to register all UAE population and implement a sophisticated and world class identity management infrastructure to support e-government initiatives and digital economy in the country [3]. Emirates Identity Authority under his leadership received a number of international and local awards among which was UN Award for Public Sector in 2015 [4], and the best government Authority in the UAE Federal Government for two consecutive cycles 2012 [5] and 2014 [6].

He also appeared as world’s 100 most influential people in digital government, and he came in 23rd position, and the only Arab figure to appear in the list that was published by “Apolitical” [1], funded by European Commission and World Economic Forum along with other international organizations including governments. He also won “Most Influential Personality in Digital Identity World in a Decade” award in the 10th international conference for Identity in 2011 that was held in Italy and supported by European Commission [7].

He served as an advisor to many national and international organizations and participated in the development of many international reports for United Nations, World Economic Forum [8], European Commission, and Arab Economic Unity Council in the Arab League. He is also a member in many advisory boards of international institutions and international task forces interested in the development of knowledge societies. He has published more than 100 publications in the field of digital government and public sector development [9] and been honored with tens of local and international awards for his contributions to practice and body of knowledge.

Al Khouri is a Professor of British Institute of Technology in the United Kingdom. He attained his higher education from the top UK universities, where he received his B.Sc. (Hons.) from Manchester University, M.Sc. from Lancaster University, and an Engineering Doctorate (EngD) from Warwick University.

Community Service[edit]

  • Co-Founder of Arab Federation of E-Commerce in 2016 and Arab Federation for Digital Economy in 2018, two organizations in Arab Economic Unity Council in the League of Arab States, established to contribute and support digital transformation economic growth in Arab countries.
  • Contributed to the establishment of the Emirates Organisational Learning Centre in the UAE, in cooperation with the founder of the International Society of Organisational Learning in the USA, Professor Peter Senge. This non-profit centre was established in 2011 to act as a regional knowledge house and support the development of government institutions in the UAE and region.
