Popsui Anastasiia (born November 29, 1985) – the Acting Mayor, the Secretary of the Irpin City Council.[1], the Head of the European Assembly of Women Deputies[2]. A public figure, an expert in education, regional and local government. A scholar and a graduate of Harvard Summer School. Awarded for "Merit to the Ukrainian people" by the Verkhovna Rada of Ukraine. In the national TV project "New Leaders", her project has got the highest number of votes in on-line voting. In 2014, she administered the largest charitable event in the history of Ukraine to help the families of those who died in the Maidan. The Funds,collected under the program,56 million UAH was transferred to 104 families of victims, transparencyof funds transfer was certified by international audit companies, the Main Office of the Ministry of Internal Affairs in Kyiv and the Prosecutor General's Office of Ukraine.

Biography, education[edit]

Anastasia was born on November 29, 1985 in Kiev. She studied at a secondary school No. 242 till 8th grade.She has got a secondary education in the Kiev Lyceum of Business (a gold medal). In 2003 she received the award "Best graduate of the year". Anastasia has two higher educations, both with honors (a red diploma): the first - the National Pedagogical Dragomanov University, specialty: teacher of Ukrainian language and literature, foreign literature, literary editing, degree:master; the second - the University of Economics and Law "KROK"[3], specialty: international economics, administrative management, degree: master. Shepassed an internship program in the European Parliament (2016), studied good governance in the United States through the "Open World" program of the American Councils (2014). Within the part of trainings and studies Anastasia Popsuy attended more than 100 educational institutions of European Countries and the United States[4]. She studied in foreign programs: Teacher Training Center (Poland, Nasutov), Center for Civic Education (Germany, Baden Wientenberg).

2006-2014 - coordinator of projects of the international public organization "Foundation of Polish-Ukrainian Cooperation PAUCI".

2003-2007 –an assistant of the chairman of the public organization "Association of School Heads of Kyiv".

2003-2007 – a teacher of the course "European Studies", a teacher of foreign literature at the LLC "General educational institution" Kyiv Lyceum of Business ".

In 2017, from the European Assembly of Women Deputies, in partnership with theInternational Women's Entrepreneurs' Ambassador[7] and the All-Ukrainian Association of Women Deputies[8], financed by the Canadian Ministry of International Affairs through the Association of Ukrainian Cities and the Federation of Canadian Municipalities, Anastasia implemented a national competition for the best women's initiatives in Ukraine[9], which has become important for the economic development of local communities[10].

She participated in more than 100 seminars and conferences on European standards of living, community development, leadership, writing of grants, etc. Popsuy is an author of training programs: "Eight Life Skills that Change Behavior", "Building the Future of Europe", etc.

Anastasia coordinated national and international educational projects. Within the framework of the European Commission project,sheorganized a training for representatives of central executive authorities on Integration Instruments with the EU, etc. With financial support from the Ministry of Foreign Affairs of PolandPopsuycoordinated a large-scale school exchange program between Ukraine and Poland. About 3000 students and 300 teachers participated in the exchange program.

In 2014, she administered a charitable campaign in Ukraine to help the families of those who died in the Maidan.

Community Foundation of Pryirpinnya – Anastasia is the founder of «The Center for International Youth Exchanges»and «the Bank for Youth Ideas» in Irpin.

Work in local self-government[edit]

Acting as a deputy of the Irpin City Mayor, and later - as a city mayor's adviser, Anastasia initiated the creation of the Strategic Plan for the City of 2016-2020, the Investment Department of the City Council, the city brand, the Irpin Investment Certificate, the Charter of the territorial community of Irpin, launched the program «Public Budget»[12], developed the Irpin Educational Initiative, promoted the opening of the Public Resettlement Center.

Having involved experts from the medical and educational sphere, she began implementing medical and educational reforms in Irpin. As part of the medreform, four medical outpatient clinics were opened in the city, an antihypertensive center, a mammological center, an initiated social housing program for doctors and educators, etc. were created.

As part of the education reform, the Center for disabled children «Dyvosvit» was created, two community kindergartens and the Irpin Lyceum of Innovation Technologies were opened, profile schools were set up, scholarships were introduced, teachers' study visits to Europe were launched, Peace Corps Volunteer was involved in extra-curricular work, etc.

Assistance to the families of those who died in the Maidan[edit]

From the first day of the Maidan the Foundation of the Pryirpinnya community, headed by Anastasia Popsuy, provided material and organizational support to the protesters.After the bloody events in the Maidan and the death of the Heavenhundred,a number of civil and charitable organizations were united to help the victims. Among the organizations were: Ukrainian Philanthropists Forum, EuroMaidan SOS, the Partnership «For every child», «Renaissance» Foundation, DarynaZholdak Foundation, Caritas-Ukraine, Community Foundation of Pryirpinnya and others.

On a volunteer basis like-minded people created a Help Center for the families of dead and wounded people of the Maidan, which included several charitable foundations, private initiatives, lawyers and audit companies. The Pryirpinnya County Community Foundation was chosen as a partner organization and was given technical and legal responsibility for the implementation of the charity program. All decisions on collection, distribution and control of funds were taken by the Supervisory Board of the Initiative («Rodina Maidan»).An Expert Council was also set up, which included representatives of the families of the dead and wounded, representatives of the Maidan's medical services, ministry staff, auditors from Ernst & Young and PricewaterhouseCoopers,journalists (among them was the chief editor of Channel 5, who conducted a fundraising marathon). It was the Expert Council that approved the allocation of 20% of the funds collected for the treatment of those who were seriously wounded in the Maidan and decided not to provide financial support to the families of MIA representatives.

After the telethon on channel 5, volunteers collected more than 50,000,000 UAH to the account of the Pryirpinnya Society charity fund. The money wasn't immediately divided,because the lists of the Heaven Hundred were constantly changing. Therefore, the operational expenses of the families of the victims were taken over by the funds of RinatAkhmetov and Leonid Chernovetsky, and the Fund's money began to be distributed after the lists had been refined and the needs of each affected family had been assessed.

17% of the collected funds in the form of taxes was paid to the state. Although the Ukrainian philanthropic forum, together with Ernst & Young, tried to lobby for changesin the Tax Code of Ukraine to free charitable payments to individuals from income tax in the case of paying the families of the dead and treating the wounded activists of the Maidan.

Delayed payments caused discontent among individual activists. The latter of which were supported by several regional MPs.The HUBOZ received the statement to verify the status of the Fund's accounts.Volunteers began to be pressed with demands to give money to centurion, funeral bureaus, activists.Peoplewho demanded this, even came to volunteers with automatic arms.Philanthropists had to record a video message to the Prime Minister of Ukraine Arseniy Yatsenyuk with a request to protect them from such pressure.

Today, the action to help the families of those killed in the Maidan is the largest charitable event in the history of independent Ukraine.104 families received funds, 7 seriously injured Maidan protesterswere paid treatment abroad.Four inspections by the international audit company Ernst &Young and the General Prosecutor's Office of Ukraine showed the transparency and legitimacy of the distribution of the collected charitable funds among the members of the families of those who diedin the Maidan.

Later, AnastasiyaPopsuy and the Pryirpinnya Community Foundation filed a lawsuit to protect their honor and dignity against people's deputies who expressed their distrust without explicit grounds. [13] [14] [15] [16] [17].

Political party "New Faces"[edit]

After completing the story with the Center for Assistance to Families of Victims on the Maidan, Anastasia Popsuy joined the “New Faces” group of changes.

In 2014, in the snap elections of the Irpin mayor, she supported the candidacy of the chairman of the political party "New Faces" Vladimir Karplyuk.

In October 2015, Anastasia was elected a member of the Irpin City Council from the party "New Faces".

During 3 years of work of the “New Faces” team in the city of Irpin, the city development budget increased 32 times, more than 200 infrastructure projects were implemented, the reform of the educational and medical industries began, utilities became profitable and modernized, and a city security system was created.

In 2016, the city of Irpin was awarded the record of Ukraine for the number of park areas created in the city in the last two years.

2016 – Commemorative award anniversary medal from the Kiev regional branch of the Association of Cities of Ukraine.

2013 –The Pryirpinnya Community Foundation received «The Philanthropist of the Year Award» and became the leader in the rating of the most generous and most open charitable foundations and organizations of Ukraine according to the version of the Business Weekly Contracts (No. 48-49 for 2013)[18]
