Introduction

Latin America has been characterized by its cuisine, brilliant athletes and sport man, their natural scenic spots, but few has been said about its Science and Technology. Even though ancient cultures such as Mayans, Tiwanaku and Incas have left their exquisite architecture full of symbolism, mathematical1 and astronomical2 sites, less has been showed to the world respect to the development of science and technology. Even though some countries in the region have undertaken giant leaps into the field of astronautics, the technological advance has not been homogeneous.3 Lack of infrastructure (research centers and academic institutions), funding and in some cases expertise in the human resources, has contributed to diminished progress in publications of scientific papers in prestigious International Journals.

The beginning a of a Knowledge Based Economy in Latin America

The economic growth of a country keeps direct proportion with its technological development.4 Consumerism has been the panacea to create a comfortable yet arguable economy. With the fast development of technology, the idea of a technology based economy for South America allures the interest of more than one Latin American citizens who claim for better days in the region. It is under this consideration that Andean Road Countries for Science has been created on July 30th 2018 Andean Road Countries for Science and Technology – ARCST is an ambitious attempt of Latin American experts to create a state-of-the art, next-generation facility with applications in the field of space technology, renewable energy,5 manufacturing and automation of industrial processes, composed initially by the following countries: Peru, Bolivia, Venezuela , Ecuador, Colombia and Mexico. Their goals are:

  • To impulse the enhancement of technology as the base of economic growth in Latin American countries
  • To provide a platform of expert and technical support, to embassies and commerce chambers through consultancy and services in projects related to space applications, renewable energy, manufacturing and automation of industrial processes. Contributing to the region productivity, offering solutions for real problems among the Andean countries.
  • To assist the technology transfer among Universities, Educational Institutions and Research Centers among Latin American countries and China.
  • To identify and promote innovative projects of high applicative potential projects in the region.
  • To generate value and growth to improve technical and scientific processes for enterprises.
  • To compile and publish the research achievements of Latin American scientist and professionals.
  • To promote research projects of high priority and relevance for Latin America.
  • To bolster the academic & educational advice for Latin American students in China.
  • To set up a platform for discussion and professional development

Conclusions

Even though this idea is starting to gain strength in other parts of the worlds, the technological progress of the first world countries and fast pace of the world are factors that will have an important impact on the Latin American countries forcing them to shift into an Technology based economy.
