Attain is a management consulting firm based in McLean, Virginia.[1][2] It has been involved in several controversial government contracts, and serves the government, education, healthcare and nonprofit markets.[3][4][5]

This company, initially named Eclat Consulting LLC, is now known as Attain, and is a management, technology and strategy consulting firm.[6][7] The company was founded in 2009 by Greg Baroni with John O’Neill.[8] [9]The company is based in McLean, VA.[10][4] In 2013, Attain was selected to provide support services to the U.S. Department of Homeland Security.[11] Under the contract, Attain provided support in the areas of software design, development and integration.[12]

In 2017, the firm was awarded the U.S. Department of Agriculture’s Modernize and Innovate the Delivery of Agriculture Systems (MIDAS) contract; MIDAS manages various federal assistance programs to support around 5 million U.S. farms.[13] Under the contract, Attain supported mission critical enterprise system application development requirements for the delivery of business solutions for farm programs, after $430M in cost overruns[13][14]

Notable clients[edit | edit source]

In 2018, Attain, along with Booz Allen Hamilton, and Accenture, was awarded a $2.5 billion contract for the Security and Exchange Commission's (SEC) "One OIT project".[4][15] The 10-year contract covers enterprise IT services for the Comission in platform and applications development; operations and maintenance; business solutions delivery; information security; data management and analytics; IT governance; and technology business management. In 2019, the SEC had to pause , and had to pause its on-ramp to small business vendors..[4][16]

In addition, in January 2018 the U.S. Department of Energy (DOE) awarded Attain its National Energy Technology Laboratory (NETL) Information Technology Support Services (ITSS) contract.[5] Under the $35+ million contract, the firm provided infrastructure operations, cyber security, enterprise application engineering, and program management.[5][17] Later that year, the Defense Information Systems Agency (DISA) awarded the firm a $67.4 million, five-year contract with its Compartmented Enterprise Services Organization (CESO) Program Management Office (PMO).[5][18][19][20]
