Beyond the Silence of the Sea is a documentary film, covers in detail most aspects of the marine sector including Shipbuilding, Ship breaking industry, Cargo, Oil tankers, Fisheries, Navy, Merchant ships, Shipyards to build and repair ships, Boat making, Business at ports and harbors, etc.
The film directed by Kamran Qureshi and Iram Qureshi, written by Ayesha Farid and produced by Imran Wai Qureshi for Evergreen Media Europe.
This film argues that development of the maritime sector is important for both economic growth and the national security of any maritime nation. In economic terms, the maritime sector can diversify the economic base and stimulate country's economic growth. The development of the Navy both as a credible conventional and strategic force is important for protection of growing economic maritime interests against threats and it is essential to safeguard the strategic interests of the country.
Evergreen Media traveled with Pakistan Navy from Karachi to Gadani, to Ormara to Gwadar, from the eventful ports to the muted and tough life of the Creeks area; from the struggling fisheries to the promising shipyard, they boarded the national flag carriers and were honored to land at naval combat ships in the deep sea. This voyage unfolds the simple and straightforward steps to the nation’s prosperity not only for a nation but with entire world.

This film is more or less a reality show with real and live characters revealing facts and fantasies together. Months of devoted hard work, research and loads of enthusiasm made it possible. This film will support the campaign, which leads to the awareness that Pakistan is a ‘Maritime Nation’, to help the country move forward in a right direction.
Pakistan is blessed with an excellent geostrategic location. A sizeable part of the international cargo is routed through Arabian sea, which is 50% of the world's trade volume. Pakistan's EEZ is spread over 200 NM of the coast.
A variety of professions belonging to the sea. People running the huge businesses of ships, the crew, the engineers, workmen on the ships and on shores, loading and unloading of containers, coal, Oil, operations of Container terminals, Oil terminals, fishermen weaving their nets, preparing to catch fish, laboratories, storage and export of fish. These are the people who bring us the comfort of progression from every corner of the world.
Maritime activities are essential to trade and prosperity. They underpin our quality of life by facilitating the safe, reliable and low cost movement of foodstuffs, consumer goods and raw materials. Most Pakistanis do not realize it. They never see their merchant mariners move vessels nearly 1,000 feet long with cargo worth more than millions of foreign exchange. They never see their dockworkers unload thousands of containers from that same ship in less than 36 hours. They never see how those containers move through the ports and connect to railroads and highways.
What they do see are the cars, the televisions, the computers, and the food that are delivered to their stores and homes every day. They are not aware of the silent effort behind it. This film aims to take them on a trip to Beyond the silence of the sea.
In 21st century, shipping industry is the lifeline for every country in the world. 90% of the world trade reaches destiny via sea route. Seaports invest significantly in economy and infrastructure. Seaports continue to be a crucial link for access to the global market place. Thousands of large ships crawl through the world's oceans, many with a deck size of several football fields, carrying many thousands of tons of cargo.
Fisheries need to be sustained to preserve the natural resources for a long time. There is a lot of sustainability and awareness in the fishermen in Pakistan. They deliberately avoid using the harmful gadgets and do not let others do so.
One of the natural resources is the mangroves forest. It serves as the breeding ground. Pakistan has the 6th largest mangrove forest in the Indus delta. This forest is found along the coastline, Khor Kalmat, Sonmiani and Jiwani.
Government of Pakistan is taking steps to start breeding the fish in the sea, which is a big project. The first demonstration farm is being built in Palwan near Jiwani. Likewise, 8 demonstration farms will be established in Baluchistan and 5 in Sindh, to make the sea more productive.
Processing plants will be provided with more raw material, but the farming policy is clearly aimed at being environmental friendly. If they are able to utilize the vast sea resources, fisheries can bring prosperity to their people.
People are aware of the fact that Pomfret, a high breed of fish is found in abundance in the Arabian Sea. The ocean is blessed with the rare breeds of fish. During British Raj a special Royal Air Force plane used to carry fish for the viceroy weekly. Barramundi was the royal delight. Like wise, Oyster a shellfish found in Pakistan’s creeks area, is a precious commodity for export. Similarly, Pakistani Prawns fetch good price in the international market.
Fish migrates in the sea-waters. Tuna reaches Pakistani shores traveling all the way from Somalia, Yemen, Oman and Iran. Pakistani fishermen catch them near their coastline as well as 50 to 100 miles in the sea.
Kanoanji International was established in 1974 and in the Year 2000, they installed state of the art plant in different cities including Karachi & Ormara.
They are located very close to the sea so the fish reaches the production hall in less than thirty minutes. They wash the fish thoroughly, cool it with ice, and then freeze it in containers. The frozen fish is then sorted according to its quality, grade, size and pack it in cartons.
Now they export value added products to every part of the world. They are trying to bring the seafood of Pakistan to the highest level of quality so they can bring maximum foreign exchange and stability in the growth of the country.
Fishing is one of the earliest professions of this region. History provides us with the evidences of it being four thousand years old. Today Fishery is equipped with the most modern processing plants and laboratories. Fishery facilitates the four provinces of Pakistan and Karachi being the commercial capital has three important harbors.
Fisherman in Pakistan works six days a week but do not go in the sea on Fridays. They bring Mackerel, Prawns and other kinds of fish to the shore. They are making plastic nets, earlier they used to make polyester net.
Pakistani fishermen are considered to be one of the world’s finest craftsmen. A commission was appointed thrice in the last 60 years to suggest the ways and means for the improvisation of boat building but every time the commission reported that, no computer can produce a compatible design as our artisans can do.
Ship making & repair
After the birth of Pakistan, then the leaders of the country created Pakistan Shipyard in 1950. Karachi Shipyard & Engineering Works, since 1957 when it commenced its commercial production; it has built over 430 vessels of different types and sizes for different nations. It is fully equipped to build all types of ships and marine crafts like Passenger and Cargo ships, Oil tankers, Bulk carrier, containers vessels etc.
Submarines and sophisticated fidgets, small utility ships for Navy are also made here. Many renowned Navies of the world and shipping lines are KSEW's regular customers. Modern and well-planned facilities exist in KSEW for undertaking above water & under water repairs of ships and offshore Drilling rigs. It can undertake a wide variety of Engineering and Structural Works for Oil Refineries, Storage Installations and Oil Based Industries as well as Engineering Workshops, Cement & Sugar Plants etc.
The dock of KSEW have the capability to repair ships at a bigger scale. It is the first complex of Pakistan that handles all the heavy engineering tasks. Sugar and cement factories have been built here. Likewise, big storage tanks and towers are also manufactured here.
KSEW has Manufactured 4 model boats for fishing in 2009, the boats have been approved by the European Union as well. KSEW has also proposed the Fisheries department to refurbish the 200 fishing boats for the fisheries in the shipyard, that will help to export fish and Pakistan can earn a good amount of foreign exchange.
There is abundant fish in Arabian sea, trawlers from Korea, Taiwan and other countries catch fish from this sea. If there are bigger ships and trawlers for fish catching, Pakistan can catch maximum fish from the sea and hence earn a lot of foreign exchange.
The biggest dock in the shipyard can take the load of 26000 tons, and the biggest ship made here weighs 17000 tons. Huge ships with the tonnage of five and a half million tons are being made in the world. Such great expansion is not possible in this shipyard.
Pakistan is located at the mouth of Persian Gulf, and have a thousand km long coastline. By promoting shipbuilding and repair industry at a bigger level, especially at Gwadar, country may prosper.
Gwadar is an ideal place as the biggest oil tankers also called super tankers cross that area to reach Gulf. Under water repairing of the ship is only possible if the ship is empty, all the tankers that come to Gwadar are empty before they are filled to return. The underwater repair of the world’s biggest tankers can be done conveniently at Gwadar.
Government of Pakistan is planning to take steps that the repair works will start to function soon at Gwadar. A bigger shipyard is planned to be build at Port Qasim also, that will have the ability to carry the ships of approximately 6 million tons. Therefore, it can cater the bigger ships in the times to come. 30% of world's oil requirement is met by off shore oil rigs. All the oil rigs are built in shipyards. If KSEW adopt the capability they can build off shore oil rigs at their own and can supply to the whole world.
Shipbuilding is a labor-intensive industry. It involves a lot of physical labor, so, if we develop the industry it will provide many job opportunities. Pakistan has relatively cheap labor and therefore can be highly competitive if the industry starts working at a major scale. Shipbuilding industry engages other industries as well i.e., steel, pipes, cables, furniture, pumps, engines, air conditioners etc. are linked with shipbuilding. If the shipbuilding industry manages to develop as hub building industry, the complete industrial sector will grow tremendously and will give a boost to the nation’s economy. The same model was adapted by Japan after Second World War, its economy is exemplary. South Korea followed the same trend and is now one of the biggest shipbuilder of the world, and everyone is aware of its economical progression.
Pakistan National Shipping Corporation came into being in the year 1979. It was a humble start with only small ships at hand. In 2009, PNSC fleet comprised 11 ships with a capacity of 4,777,283 metric tons.
Out of the 98% of Pakistan’s sea trade the major chunk is fulfilled by PNSC. Government of Pakistan has to bear four billion dollars of fare as import bill for the dry cargo. PNSC plays a credible role by curtailing a burden of heavy charges and save nations economy.
‘’Marine Engineering Workshop’’ PNSC also consists of Marine Engineering Workshop. It is fully competent to look after the mechanical and electric affairs according to the international standards. PNSC is famous for completing its tasks in a couple of days while other workshops take weeks.
PNSC workshop operate from Karachi and port Qasim. The workshop in port Qasim is responsible for the repair of the electrical systems, mechanical systems, firefighting systems and its procurement. They also repair the international ships, Pakistan navy tankers and tugs.
‘’PNSC (Quetta)’’ Quetta is an oil tanker, with the tonnage of 0.1 million, seven thousand and 215 metric tons. It carries crude oil. They load the cargo from Gulf, to Persian Gulf, Resta Noora, Jabal Dana and discharge at Karachi. MSA, Pakistan Navy monitors them up until Cha Bahar and Gwadar.
Informal ship-breaking operations occurred along the Gadani coastline prior to Pakistan's independence in 1947. After independence, a group of entrepreneurs made serious efforts to develop this casual trade into a regular industry. Scrapping a ship can make the owner a profit of about 1.9 million US dollars. Ship breaking allows materials from the ship, especially steel, to be reused.
The Gadani ship-breaking yard provides us with iron, girder, copper, brass, generator and cable. This industry fulfills the iron requirements of the country if the government has to import this raw material it will cost a lot of foreign exchange. At one time, this was the biggest ship breaking industry of the world and still is one of the biggest.
Ship breaking industries are present in Bangladesh, India and China. Millions of people earn their living though this industry. The government should provide the country with tax respite and work for the welfare like health, electricity and drinking water facilities. These measures will definitely give uplift to the industry.
Karachi Port Trust is located in the heart of the old Karachi. It is the oldest and the busiest port of the country. Pakistan’s 68% of trade is routed through KPT covering about 30% volumes per annum. Innovation and expansion of KPT is in full swing, it will not only boost country’s economy but will also promote Maritime culture.
75,000 hectares of land and about 45 km long navigational channel harbor links the sea shore with Karachi’s popular sea port. The Port Qasim, situated at the foot step of our life line The Pakistan steel mills.
Port Qasim was established in 1980, to ensure the timely supply of required raw material to the mills. Port Qasim is capable of handling 35 Metric tons per annum. The port has five terminals and nine berths; this includes iron ore, coal berth, oil terminal, liquid terminal, LPG terminal, liquid cargo and container terminal.
Qasim International Terminal Port (QICT) was established in August 1997. QICT is Pakistan’s first state of Art Modern container Terminal enjoying 38% of the market share. Their mission is to provide World Class Port Services and to be a global player in operating and managing ports, to provide value-for-money, high quality services to their customers.
From strategic viewpoint and economic perspectives, Gawadar was the best choice because it offered ideal conditions for building a deep-sea port and secondly, it is situated 470 km away from Karachi, making it less vulnerable to the enemy blockade.
Gawadar is located only 180 nautical miles from the Strait of Hormuz through which 40% of World’s Oil passes. Gwadar could thus emerge as the key shipping hub in the area providing mass trade to central Asian republics as well as across Pakistan and China.
Ormara is the maiden beach along the deep blue waters. It remained undeveloped for many years however with the Naval presence around, life has taken a positive change for the locals.
Ormara has witnessed considerable growth in recent years especially with the foundation of the Makran coastal highway which integrated the area more with the mainstream Pakistani economy and major urban centres allowing for easier transport of goods, commerce and people.
Presence of Pakistan Navy in Ormara is immensely contributing to improve their standard. Navy has a school here competing Bahria College Standard, they are also going for a full-fledged hospital here. Beyond that they also have a sickbay and local population are being looked after through this sickbay. They are producing their own water through RO plant and generating their own electricity.
Maritime Security Agency
Maritime security agency (MSA) has a historic perspective and background. UN convention law of the sea was passed in 1982. Pakistan has plenty of potential and enormous resources, to safeguard these resources MSA was established in the year 1987. In 1994, MSA Act was passed through the act of parliament and the power of MSA was legalized.
MSA has two main areas of focus: one, enforcement of the national jurisdiction in the maritime sector and the second important mission is to protect maritime national interest i.e., to enforce national and international convention, laws in the maritime sector. Protection of fishermen and prevention of exploration of natural resources in Pakistan maritime zone by any foreign elements.
MSA ensures the constant scanning and monitoring of foreign deep sea trawlers in Pakistan’s sea. MSA is responsible to control and check sea pollution and constant aerial supervision of the 2,95,000 km2 sea frontiers. MSA is equipped with Corvette, defender, jets and boats. The Agency is vigilant and alert to counter any threat at Sindh coastal area, from Keti Bandar to Korangi, from Pasni and Gawadar to Jwani along the 965 km long coastal border.
Pakistan has met the conditions to claim its EEZ and has presented the claim to United Nations commission in April 2000. In 2009, Pakistan’s EEZ is extended up to 200 nautical miles from the coastline, with an extension of 55000 km2, the total area of EEZ will be 295000Sq KM.
MSA has designed a master plan to meet the challenges in future after the extension of EEZ. Master plan is designed in phases and will be effective for the next 30 years. The thrust of the master plan is to protect and explore resources at sea and for that, MSA is looking for the extension of their fleet of ship and of airplanes, so they can effectively safeguard our area of responsibility.
In today’s global market economy, the oceans are becoming increasingly important as more nations take advantage of the maritime environment. With more than 80% of the world’s trade traveling by water, security for commercial shipping has reaffirmed its strategic importance for all countries. Yet threats to the shipping industry continue to increase around the world as terrorist networks have become increasingly well informed in exploiting the critical trading hubs and strategic choke-points through which 75% of the world’s maritime trade and half its daily oil consumption pass. Defeating the wide array of threats to maritime security needs to be given a top priority. This important task has been undertaken by Pakistan Navy to fulfill national wish to maintain its economic freedom and prosperity.
Pakistan Navy’s efforts in maintaining peace and stability in the region, especially in the maritime sector are highly appreciated and recognized throughout the world. Pakistan Navy is vigilant to safeguard the honor of Pakistani sea frontiers and strategic interests of the country, under this committed and firm watch maritime sector can give a boost to the economy leading Pakistan to prosperity and progression.
Life in the submarine is like living in a capsule, not as much of space, restricted amount of food, away from light and sun, for 60 days. A Pakistan Navy Submarine is equipped with hi level technology, it is so powerfully armed that even a sense of fear of the enemy is unacceptable.
Submarine is one of the unique naval services. It is the most intimidating naval asset. As it submerges in the water, becomes invisible and undetectable to the enemy eye, and can stay for an extensive period in the enemy territory.
Submarine can hear anything around it. The sound of the propeller of any craft at the surface of the sea is detected by the radars. This effects and helps their action accordingly.
Pakistan Naval Academy impart professional, educational, and physical training to inculcate higher sense of integrity, duty, courage & honour in the cadets. Cadets from other allied countries are also trained here.
Watchfully patrolling oceanic boundaries, the aviation wing ensures the safe trade routes. It is instant and momentous obligation of PN aviation to safe guard the oceanic demarcations from all forms of felonious activities and also to protect sea lines of communication to ensure a safe trade to enter Pakistan. P3c, Foker, Seaking, Z-9 and Alovette back up PN Aviation strength with a capacity to reach beyond the frontiers to attack the enemy.
After being raised again in 1990, Pakistan Marines has shown a tremendous progress and mettle, not only in the coastal defense but also in high-grade security operation and air defense domain. Marines safeguard all the coastal installations and the Maritime infrastructure.
The ports of Pakistan are the jugular vein of the sea trade. Realizing the importance of the maritime sector the defense and security of all the ports are specified to Marines.
Marines’ creek battalion defends the sir creek area, in the extremely cruel conditions. These warriors protect the splendor and honor of our sea.
PN Special Services Group
For a SSG warrior, the operation is but a small thing in war, it may never be revealed or even mentioned but to a commando it means everything. The supreme trial of his life, with its attendant success or failure with its inevitable consequences. PN SSG is a four dimensional force in Pakistan. They operate from the sky, on land, on the sea surface and uniquely they operate under the sea too.
Navy have different kinds of units. They have type 21 destroyers in the surface fleet, many kinds of gunboats, missile boats and submarines. These ships have the aviation unit, which is capable to safe guard, this vast area. All these units have different roles in wartime and in peacetime respectively.
PNS Tipu Sultan Fighter ship Tipu Sultan is capable of countering any aggression from the enemies, it is powerful and it is capable, It is intimidating… it reaches every bend of Pakistani sea and beyond it. War time zone of the ship are to defend Maritime frontiers of Pakistan and they have to make sure that the ship is prepared in peacetime to take on this sacred responsibility for the defence of my motherland.
PNS Muawin PNS Muawin is a combat support ship. Its duty is to provide the other vessels with ammunition, fuel and other important logistic support even medical cover. In wartime all the ships work like an organized team so that we can ensure the safety of their sea borders effectively. Likewise, in peacetime these ships are assigned various duties, they also counter piracy and illegal access in our sea. This ship works in close coordination with the rest of the fleet and provide the required support, the small crafts also stay in coordination with them.
PNS Himalaya PNS Himalaya trains the newly inducted, recruited sailors. The sailors are given their basic training. They have a diving school for the divers and the professional training is conducted in this institution to make them ace sailors.
Admiral Noman Bashir in an interview with Evergreen told that Pakistan, where the spread is north south and the coastal areas are not developed; the population is not cognizant of the importance, this is the major reason for the lack of awareness of the maritime sector.
We know a number of countries that enhanced their influence, have improved their economies through the trade, through extending their influence across in British Empire. A small country like Britain has ruled many parts of the world through the sea power. There are many other examples of economical prosperity of countries through sea resources. Sea route is the cheapest trade route of the world.
Navy is important to ensure safety and security, because during peacetime as well as during war the bulk of the trade is transported through the sea, it is for all the countries which have the seafront. In this region from across the various countries to protect the oil that goes through the Gulf. Also we see the phenomena of piracy in Somalia where we have a number of warships from different countries they also have the task of providing or showing the flag into region and across the globe to prove the stature, the image of the country and during wartime of course navies are used for seaward defense.
Maritime Security Agency & Coast Guard, such like agencies are normally have a benign role of policing, constabulary of stopping and checking illegal activities but behind these agencies there is always the navy of an individual country which provides strength and support whenever required and in Pakistan Navy we have established National Maritime Policy Research Centre and the task of which is to increase the awareness amongst the populous of the sea front and the maritime sector. It is being done through various seminars, papers articles and such like activities and it is also important for the policy makers to be aware of the importance of maritime sector and the advantages which are tremendous that this can bring to an individual country.
