Comprehensive Child Welfare Information Systems (CCWIS)

The United States Administration for Children and Families (ACF) enacted the Comprehensive Child Welfare Information Systems (CCWIS) final rule on June 2, 2016 to replace the previous Statewide and Tribal Automated Child Welfare Information Systems (S/TACWIS) rule[1]put into effect in 1993.[2] This rule sets standards which State and Tribal Title IV-E (Foster Care) agencies seeking compliance must meet. While compliance with CCWIS is optional, agencies that comply with the rule receive federal financial participation (FFP) of 50% for a CCWIS project.[1]

In contrast to the previous (S/TACWIS) rules, the CCWIS rules encourages State and Tribal innovation by moving away from monolithic systems and reducing the number of mandatory functions from 51 to 14.[2] The CCWIS guidelines require bidirectional data exchanges, improved reporting capabilities, regular internal data quality reviews and improvement plans, and efficient, economical system design.[3]

States have 2 years from June 2, 2016 to inform ACF of their intentions to:

  1. transition the S/TACWIS to a CCWIS; or
  2. become a non-CCWIS.[2]
