Cynthia Garneau
Cynthia Garneau is President and Chief Executive officer of VIA Rail Canada, an independent Crown Corporation mandated to operate the national passenger rail service in Canada[1][2]. Appointed for a five-year term, she is the first woman to head a rail company in Canada[3][4].
Education[edit]
Cynthia Garneau holds a Bachelor of Specialized Education and a Bachelor of Law, both from Sherbrooke University. Furthermore, she has been a member of the Québec Bar since 1994[5].
Career[edit]
Cynthia Garneau was appointed President and Chief Executive Officer of VIA Rail Canada in 2019 by the Honourable Marc Garneau, Minister of Transport. She began her five-year term on May 9, 2019[6].
Before starting her mandate at VIA Rail, Garneau was President of Bell Helicopter Textron Canada Ltd. since 2016. There, she led an integrated strategy to keep operations competitive and viable in an ever-changing global market.
With over 20 years of experience in the aerospace industry, she has led complex teams and projects in several areas of operation, including Supply Chain Management, Corporate Affairs and Government Relations.
Earlier in her career, Cynthia Garneau held various technical and leadership roles at Bombardier Aerospace, where she helped launch a number of major aircraft program initiatives as part of the Strategic Sourcing group and key negotiations for the Business Aircraft group[7].

Cynthia Garneau has been a member of several boards, such as the Aerospace Industries Association of Canada (where she served as Chair) , Aéro Montréal Aerospace Cluster in Québec, as well as the Fondation de l'Hôpital Regional de St-Jérôme[8].
Since joining VIA Rail, Cynthia Garneau has been appointed Chairwoman of the Regional Assembly North America of the International Union of Railways[9].
Engagement with Federal and Provincial Governments[edit]
In December 2019, Cynthia Garneau was a panelist at the Sommet sur le transport ferroviaire (Rail Transportation Summit) organized by Transports Québec[10]. She discussed topics such as the sustainability of infrastructure, the safety and security of passenger and freight transportation, as well as the workforce challenges currently facing the rail industry[11].
Between 2017 and 2019, Cynthia Garneau was a member of the Economic Strategy Table on Advanced Manufacturing[12]. Composed of industry leaders, this initiative was instituted by the Minister of Innovation, Science and Economic Development as part of the Government of Canada’s Innovation & Skills Plan. Their mandate includes setting ambitious growth goals, identifying challenges specific to the sector and establishing an actionable work plan to reach their objectives[13].
