The Egyptian Space Agency is an Egyptian public economic body, with a legal personality and affiliated with the President of the Republic, established by Law No. 3 of 2018.[2][3][circular reference]Article 1 : Article 1 aims to create, transfer, space technology science development, localization, development, and own self-capabilities to build satellites and launch them from Egyptian lands.[4][circular reference]Article 2 In 2019, the Ministry of Higher Education and Scientific Research announced the appointment of Muhammad Afifi Taha Ahmed Al-Qousi as CEO of the agency with the rank of minister for a year.[5]

Terms of reference[edit]

  • Setting the general strategy of the state in the field of space science and technology and owning this technology.
  • Setting the national space program, approving it from the Agency's Supreme Council and following up on its implementation.
  • Approve the sources of financing and investments needed to implement the National Space Program.
  • Determining the scientific, technological, research, manufacturing and human capabilities in the field of space science and technology at the state level and benefiting from them.
  • Setting a road map for space projects and supporting their implementation through the relevant agencies of the country.
  • Supporting research, studies and educational programs in the field of space science and technology.
  • Financing investments in institutions working to develop the space industry and supporting research and patents in this field.
  • Support programs to develop space science and technology uses and applications.
  • Supporting the establishment of an infrastructure for the development and manufacture of space systems.
  • Organizing efforts and collecting experiences working in the field of space science and technology and its integration.
  • Development of strategic international relations in the field of space science and technology.
  • Provide opinion on draft laws related to the agency's scope of work.
  • Participate in preparing qualification and training programs in schools and universities in the field of space science and technology.
  • Reviewing plans to qualify government sector factories and others related to the agency's scope of work for accreditation for space equipment manufacturing and follow-up.
  • Follow up the adoption and implementation of standard specifications in the field of space equipment manufacturing related to the work of the agency.

Agency High Council[edit]

The Supreme Council of the Agency shall be formed under the chairmanship of the President of the Republic and the membership of:

  1. Prime Minister, and on behalf of the President of the Republic in his absence.
  2. Minister of Defense and Military Production.
  3. Interior Minister.
  4. Minister of Communications and Information Technology.
  5. Minister of Finance.
  6. Minister in charge of scientific research.
  7. Minister of State for Military Production.
  8. Head of the General Intelligence Service.
  9. Head of the Administrative Control Authority.
  10. Agency CEO.
  11. President of the Arab Organization for Industrialization.[7][circular reference] Article 7

The agency is managed by a board of directors formed by a decision of the President of the Republic headed by the Prime Minister and the membership of:

  • Minister in charge of scientific research.
  • Minister of Communications and Information Technology.
  • Agency CEO.
  • President of the Academy of Scientific Research.
  • One of the Vice-Presidents of the State Council (chosen by the President of the State Council).
  • A representative of the Ministry of Defense (chosen by the Minister of Defense).
  • A representative of the Ministry of Interior (chosen by the Minister of Interior).
  • A representative of the Ministry of Finance (chosen by the Minister of Finance).
  • A representative of the Ministry of Military Production (chosen by the Minister of State for Military Production).
  • A representative of the Presidency of the Republic (chosen by the President of the President’s Cabinet).
  • A representative of the General Intelligence Service (chosen by the head of the agency).
  • A representative of the Administrative Control Authority (to be chosen by the president of the authority).
  • A representative of the Arab Organization for Industrialization (chosen by the president of the organization).
  • Three members with expertise in areas related to the agency's work.[8][circular reference]Article 8

Chief Executive[edit]

The agency has an executive head with the rank of a minister who issues his appointment and exempts him from office by decision of the President of the Republic without abiding by the age prescribed for leaving the service, and his appointment is for a period of four years renewable. The CEO represents the agency before the judiciary and in its relations with others and is accountable to the board of directors for the technical, administrative and financial functioning of the agency, and is responsible for: Implementing and following up the decisions of the Board of Directors. Managing agency affairs and supervising its workflow.Presenting periodic reports to the Board of Directors on the agency's activity and its progress.Performing any business or tasks assigned to him by the Board of Directors. The Prime Minister shall appoint a temporary representative to replace the CEO in the event of his absence or vacancy. [3] : Article 12 The Executive Chairman, after approval of the Board of Directors, may temporarily contract with foreigners for jobs that require educational qualifications or special expertise not available in Egyptians. He may also contract with Egyptians with special qualifications or scientific experience.
