Biography[edit]

Vitalii Kotsur was born on October 4, 1986 in Romny city, Sumy region in the family of educators Viktor Kotsur and Nadiya Kotsur. Vitalii Kotsur spent his early childhood in the village of Sakunyha[2].
Education
In 1992, he began to study at the secondary school number 1 in Pereiaslav-Khmelnytskyi in Kyiv Region. He took an active part in education and sport events both at the local and national levels. He is the winner of art and literature competitions, all-Ukrainian school Olympiads[3] and research works competitions held by the Minor Academy of Sciences of Ukraine in History (2000-2003)[4][5][6].
In 1999, he graduated with honors children's art school.
In 2002, he completed computer operator's courses at the SHEI “Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University”.
In 2003, he graduated Pereiaslav-Khmelnytskyi school number 1 with a gold medal.
Following his father’s example, famous historian Viktor Kotsur and his grandfather Petro Kotsur, he entered the historical faculty at the SHEI «Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University» and graduated it with honors in 2006, received a specialty in History and Law. During 2003-2007, he was studying at the Institute of International Relations of Taras Shevchenko Kyiv National University, specializing in international information.
In 2006, he trained in Bremen in the Deutsche Angestellten-Akademie, as well as in CASA Internationale Sprachschule Bremen. In 2009, he graduated Khmelnitsky National University, specialty "International Information" and obtained the specialization “information analyst-internationalist, translator”.
In 2010, he graduated Khmelnitsky National University, specialty “Finance”.
From 2007 to 2010, he was postgraduate student at the SHEI «Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University». On June 7, 2011 he defended his Ph.D. thesis on "Ethnopolitical Conflict in Transnistria in the Context of Ukrainian-Moldovan Interstate Relations" at the I. F. Kuras Institute of Political and Ethno-National Research of the National Academy of Sciences of Ukraine and obtained a Ph.D. in Political Science in specialty 23.00.05 - Ethnopolitics and Ethno-state studies[7]

Work
In 2003, he worked as a leading specialist at the SHEI «Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University».
In 2010, due to the creation of the department of political science at the SHEI «Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University», he began its scientific and pedagogical activity in this structural unit of the university.
In 2011, after defending his Ph.D. thesis, he began working at the Department of National Minorities of I. F. Kuras Institute of Political and Ethno-National Research of the National Academy of Sciences of Ukraine.
Since 2011 he has been working as a teacher, senior lecturer and associate professor of political science department at the SHEI «Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University» (part-time job), in the city of Pereiaslav-Khmelnytskyi.
After the Revolution of Dignity in 2014-2015, he worked as the Сhief consultant at the Office for Interaction of the President of Ukraine with the Cabinet of Ministers of Ukraine of the Presidential Administration in Kyiv.
Since 2015, he has been working as a Senior Research Scientist of the Department of National Minorities of I. F. Kuras Institute of Political and Ethno-National Research of the National Academy of Sciences of Ukraine[8]
From 2015 - consultant of the People's Deputy of Parliament of Ukraine.

Scientific and pedagogical work[edit]

International cooperation in the field of science and education: Since 2010, he has been a member of the European Association for Security[9];
Since 2018, he has worked as the reporter of the UN advisory NGO - Cercles Nationaux de Réflexion sur la Jeunesse[10].

Participation in international projects: The head of the working group in the Ukrainian delegation in the international EU Project 2017 "Strengthen Cross-Cultural Connections, Embrace the Differences." The project was implemented by the Istanbul Foundation for Science and Culture within the framework of the Erasmus Educational Exchanges + from 5.05 to 4.11.2017[11]

Public activity: Active Member of the Ukrainian revolution of 2014 (also known as the Euromaidan Revolution or Revolution of Dignity). One of the organizers of the Pereiaslav Taras Tryasylo self-defense squad, which joined the protest actions during the Euromiadan and eventually was reorganized into a public organization for the protection of the public security and law "Self-Defense of Pereiaslavschyna", headed by well-known public figure, doctor of historical sciences, professor Yaroslav Potapenko.

- Member of the NGO "Resource Center for Constant Development".

Hobby
In his spare time, Vitalii Kotsur he paints exquisite paintings. He has been playing football for many years (football championship of Pereiaslav-Khmelnytskyi district of FC "Grand" in the village of Studenyky)[13], he likes skiing, snowboarding, and he is also a fan of glorious football club Dynamo Kyiv.

- national minorities of Ukraine, ethno-national policy;
- international security, national security;
- conflicts in the post-Soviet countries;
- educational management.

Scientific work: He is the author of more than 100 publications on ethnic history, political sciences, Ukraine politics, ethnopolitics, state policy on national minorities in Ukraine, national security, conflicts[14]. He is a member of the author's collective of monographs “Donbas in Ethnopolitical Dimension” (2014) [15] and “Galicia in the Ethnopolitical Dimension” (2017) [16]. He researches contemporary ethnopolitical processes in Ukraine and the world, national minorities, their history, current condition, prospects of development, as well as contemporary problems of national security.
