Malaysian Collective Impact Initiative

The Malaysian Collective Impact Initiative (MCII) was founded on a simple principle – those who share a common passion about improving the quality of education for their future generation, especially students from the lower-income groups. This initiative brings together organisations, local schools and communities who believe that more can be achieved by working together than working apart. Guided by this principle, MCII members leverage on shared resources among each other to achieve a greater and sustainable impact to address the gaps in the Malaysian education.

1. Background

A Common Goal

  • Founded in 2015, MCII focuses on two main outcomes – to bridge the gaps in literacy and to increase the career aspirations among Malaysian students in national schools, with effective measurable results of success.
  • Since its inception, MCII’s work has been concentrated in Klang across two clusters, Pandamaran Jaya and Kapar. These two areas in Klang were selected after an initial needs assessment of various locations. It was found that Klang was a good venue to pilot MCII efforts and did not have as much focus as other areas.
  • Members saw a need to reduce educational inequalities by creating opportunities for students from the lower-income groups to move upwards in the society.
  • Literacy and skills development is crucial for students from poorer performing schools to possess employable lifeskills for better paying jobs or to start their own businesses later on.
  • Career aspiration is another important aspect in helping these students to have positive role models and career goals in life, and in tackling the issue of students joining gangs.
  • Aligned to the Malaysian National Education Blueprint, MCII works in partnership with local schools and communities to identify their needs before designing grassroots programmes in a coherent framework.
  • In line with the United Nations’ Sustainable Development Goals (SDGs), this initiative also aims to raise competitive and skilled thought leaders globally.


Working Model

  • Based on a successful social methodology model pioneered in the USA, Collective Impact maximizes systemic impact by bringing together local leaders to agree to a common agenda, and to work together in a structured form of collaboration with common measures of success.
  • Malaysia is one of the first countries in Asia to adopt this model and MCII is the first of its kind in the country.
  • Singapore and Hong Kong have followed suit and formed their respective collective impacts, and lean on MCII for advisory and support.


2. MCII Backbone and Support The MCII Steering Committee comprises of 12 notable corporations and foundations. They are Credit Suisse, British Council, Hap Seng Group, Hong Leong Foundation, IOI Group, Petrosains, Pricewaterhouse Coopers, Prudential Assurance Malaysia Berhad, SOLS 24/7, Thoughts in Gear, Westports Holdings and YTL Foundation.

MCII continually looks for new members, partners and friends to join the network and leverage on synergies to create lasting impact.

3. MCII in Action (2015-2017)

  • Since its inception, the first year was focused on trust and relationship building selected schools and local communities in Klang, and assessing their needs to ensure that the programme designs later on meet the needs of the students.
  • In 2016, MCII piloted programmes that benefited 2 lower performing primary schools in Pandamaran and Kapar. The aim was to increase school-going retention rate and literacy development, especially in the subjects of Science and Mathematics.
  • Since then, MCII has scaled its programmes to over 12 schools secondary schools which include mentoring and coaching for underperforming students in Science and Mathematics, job placement and apprenticeships.
  • To date, approximately 40 programmes have been carried out across 12 schools in Pandamaran and Kapar, Klang with an in-school investment of over RM2 million in 2 years.



4. MCII 2018 and Beyond Since early 2018, MCII begun focusing on a more streamlined and focused model of interventions to effect change. To date, these are the MCII grassroot partners and networks, with programmes that are centered around the ecosystem building of literacy and career aspirations. The programmes engage holistically with every school stakeholder from the school principals to the gardeners and janitors. Here is a list of MCII programmes to date:

As MCII continues to work in schools and engage with local communities, it aspires to provide a proven intervention model to impact sustainable change within the Malaysian landscape while promoting the values of collaboration to achieve social goals.
