HISTORY/PROFILE

The Nepal Cultural International film festival is one of the greatest festivals, held for the first time in Nepal. It is also the festival for any age groups as youths, women, and children. The event will be organized on different places countrywide where films from different categories such as full- length, short, experimental films including fiction animations are screened. The primary aim of the festival is to encourage the young talent in film-making and promote children’s and teen films which can be the milestone in the site of film-making and be inspiring the real world correspondence to a virtual one. From 23 November, the occasion lasts for 4 days till 26 November. The organizing team (NCFC) aims to continue the festival every year on the same date as this year starting from the today’s date. The committee has estimated about 7000 people visiting the festival in 4 days.

MOTTO/GOAL

The primary objective is to provide the platform for Nepalese and foreign filmmakers and inspire the youth, women, and teens in the making of the film. Besides the primary objective, its secondary goals are:

  • To explore the various cultures and enhance the filmmakers to promote the cultures that are yet on the shadow.
  • To endeavor various short as well as long featured- length narratives for the fiction from all over the world.
  • To award the winning films on both short and long featured categories.
  • To provide a Nepal outlook section under the competition segment to allow Nepalese filmmakers to show their creative works.
  • To display the famed as well as some highly illustrious films (under non- competition section) and organize interactive discussion session after,the screening, for the Nepalese profession, to widen the way of insight on filmmaking.
  • To promote Nepalese culture, traditional, & lifestyle on the foreign platform to scope up the investment on the Nepali Panorama.

EXECUTIVE TEAM

Jury Team

The jury consists of 5 members including both national and international personalities. The team is independent of selection and out of the conflict of interest between them. The team has full authority to choose the winner and announce.

Secretariat

NCFC has its own well-furnished and equipped hall at Kathmandu and will use the same infrastructure for the setting up of the festival as the secretariat. It will be solely responsible for promoting and publicity of festival, management of volunteers, handling the routine activities, managing financial records and preparation of the final reports for the submission to the funding agency. The office will USE the full-time staff at the time of the event.

Chairperson

The chairperson will be the focus person at the festival and is responsible for coordinating and evaluating the events taking place. S/He will be the monitor to evaluate the performance and lead all the team for the better performance during the festival to sweep out the loopholes.

Director

The director will oversee and conduct the operation at the festival. S/he manages all the film submission, travel and logistics arrangements for the visitors, maintaining the healthy relationship among the foreign personnel and local too, and seeing the expenditure part.

Secretary

Festival secretary will be the coordinator of the festival secretariat. S/he will be the head of the festival secretariat and will lead the festival event in every aspect.

Volunteer coordinator

Under the supervision of the secretarial supervisor, the volunteer coordinator will be responsible for the selection and mobilization of the force during the event with good morale.

Management and Publicity Officer'

The most important role will be of the management office. H/She will be totally responsible for timely completion of the publications, managing the press, sending an invitation, preparing the screening venue and communicating with the parties and stakeholders.

Finance officer

Finance officer will be responsible for undertaking the finance related activities for the film festival and responsible in keeping accounts and records, ensuring the public bills and invoices, preparing the financial reports as required and making payments as a whole.

FORMAT

The 1st Nepal Cultural International film festival is one of the greatest festivals, from 23 November to 26 November 2018. The event screening will be held in two venues mainly Kathmandu and others as demanded. The explicit venues will be decided later. Besides the film screening, the festival will be providing the seminar classes on the Nepali cinema acclaimed by the experts globally.

Publicity/ Organizers

Officially, NCFC is organizing the event. NCFC is a non-profit organization and non-governmental organization established in November 2017, aims to promote the film cultures in Nepal. NCFC main objective is to explore the existing culture and tradition that is hiding behind the scenes from all over the world and present in an actual way to the global audience. It also aims at preserving the situational factors associated with the trend, culture, and tradition existing in different parts of the world. NCFC, itself aims at establishing as a laboratory an educational as well as an experimental platform for the industry, research and practice of film and filmmaking as a Nepalese Film industry. The institution has been duly registered at Nepal Government, Chief District Officer’s Office, Kathmandu, Nepal under the existing laws of the nation. Any person associated to Nepalese Film industry is eligible to obtain the membership of the association in accordance with its constitution.

Objectives:

  • To develop Nepal as a nerve center for film-making and experiments.
  • To establish film as intellectual and commercial properties.
  • To explore the potential of Nepalese Youths in film-making, and facilitating them as the motivator.
  • To conduct seminars, classes, workshops and interactive sessions on the creative and intellectual films and placing Nepali cinema on the global platform.
  • To facilitate the production of society and culture based informative documentaries, featured films, dramas, and advertisements that help to promote the culture and tradition prevailing in the existing society.
  • To establish itself as a research center for the films and to host artist, film activist; make aware the concerned authorities in monitoring and evaluating efficient morals and disciplines for the betterment of the future industry.
  • To act as the major agency to promote the Nepalese Culture and tradition and making available for the global touch.
  • To conduct various film events in Nepal showcasing foreign film and culture for the Nepalese audience to develop the quality of the Nepali film industry.
  • To establish a regular international festival in Nepal, as a means of creating a film culture in the country, also means of exposing Nepal to the global entity.

BROCHURES & CATALOGUE

The brochure is made available on mass distribution from local NGO, INGO, clubs, and forums. 15,000 copies of the brochures will be published for the promotion of the festival so as to provide the knowledge of the upcoming festival. 15,000 copies of the catalogs are printed and distributed among the filmmakers, distinguished visitors to the festival, important persons, supporters, and participants. The catalog contains the information regarding the place and date of the event, the film screened during the event along with the short biography of the filmmakers and on the context of the film. An e-book will be made available for information on online distribution.

PLACARD, POSTER AND INVITATION CARDS

Ten placards will be made for the promotion and completion of the event. Among the ten, two will be the main placards and other eight on the sidelines. The main placards will be displayed at closing and opening ceremony, in course of screening inside the auditorium. Eight placards will be displayed on a side and at the entrance of the festival and other prominent places. The poster of 4000 copies will be made and posted in the places where people from different sector mostly gather to put light on the public about the festival. The location may include cinema halls, restaurants, theaters, in schools and colleges, with human rights-related organizations, major film-related places. 4000 pieces of Invitation cards will be prepared and distributed to guest from governmental and non-governmental sectors, media person, film personalities, human rights activist, civil society leaders, external development partners and foreign diplomats for attending the festival.

INAUGURATION AND DINNERS

The special cocktail dinners are served first to welcome the jury and foreign personalities in the Kathmandu and on the eve lastly which will be the formal opening of the ceremony. The participants, professionals, delegates, jury members, notable figures from Nepalese film industry, organizers and representatives of Nepal government and non- government organizations, local representatives will be invited on inaugurating ceremony along with the event organizers and sponsor team.

GRAND AWARD CEREMONY

The Grand Award ceremony comprises the red carpets, glaring performances and glistening awards which will make the moment more special and extraordinary. The filmmaking competition subjected to the jury will be made on the process as:

Step 1: The programming team shortlists the films after watching the films submitted.

Step 2: The audiences will vote for the shortlisted films that are most liked in each group.

Step 3: The experienced and professional filmmaker team from around the world will watch the movies and finalize the winner.

VENUES

The event will mainly be on Kathmandu and the event is celebrated for 4 days (23rd November- 26th November) and other places too as per demanded. The festival is celebrated as the great pride and honor worldwide and aims to encourage the youth in film-making career with both the international and national professionals in the same field. The closing will be made on the Gokarna Forest Resort Hall and on the very day winner will be announced.

The film shortlisted will compete for the following awards and the awards are subject to minimum 5 entries in each of the titles.

This award will be awarded to the film which will get the most number of vote films from the audience.

PROCEDURE

Film Accession

The entries of the film will be on the 1st of July, 2018 through emails groups, social sites, international film-related forums and the organization’s official website ncfcnepal1@gmail.com. The deadline for the submission will be on 7th September 2018. The entry calls will be sent to the maximum numbers of film and organizations, national and international forums or production houses and independent filmmakers and also to other festival associations and academies all over the world.

Film Selection

The entries submitted along with selected filmmakers and social personnel will watch the collected films from 9th September 2018 to 20th September of the same year. The team will overall select the films to be screened out on the day of the event. The final announcement of the selected film will be made on the first week of Oct 2018 and the information related will be sent to all filmmakers and will be invited to participate in the festival for screening who are selected.

Winner Declaration

The jury member is given all the final decision about the winner selection. They work independently. After watching the screened film during the event, they will announce the winner film in various categories and also the most voted audience film will be awarded lastly.

PRESS MEETS

The press meet is conducted a month before the festival date where the announcement about the festival is done. It will be brief meet concerning on the topic of the screening date and schedules for the publicity of the festival. Another meeting will be conducted just one day before the inauguration ceremony along with the jury members, the organizing team, filmmakers of both national and international backgrounds. The welcome speech will be given on the varying time and the magazine will be published officially. The post-press meet is conducted after the closing ceremony of the overall program conducted during the four days. The challenges faced during the event and achievement they got conducting the event. They will be talking about the relationship and harmony among the people who visit the festival.

WORKSHOP,SEMINAR,AND CLASSES

During the festival, there will be two classes from globally acquainted experts, filmmakers from the global film world. The main aim is to understand children’s, women’s, youth, adult, social belief and values, human psychology, geography, culture, philosophy and their evolution and to explore the evolution of cinema and narrative roles in the global phenomenon. The special seminar will be conducted in which people from the Nepalese film sector present the phase change of the Nepali Industry from the past to the current situation. The challenges they faced during this process. Also, the seminar will discuss the issue of how to reconstruct, redefine and establish new narratives and styles. Apart from these, there will be a workshop on the script writing and art exhibition hosted by the globally acclaimed expert.
