PS&R stands for "Provider and Statistical Reimbursement". This is a system created by CMS for managing reimbursement data for many Medicare reimbursed facilities. The data is summarized into a PS&R Report, which is necessary for most Medicare cost reports.[1]

The PS&R system gathers data from the claims processed by the Medicare claims processing system. The summary reports used for the cost reports include data on patient days, reimbursement, Medicare charges, deductibles, coinsurance, and other information.[2] Medicare reimbursed facilities which are required to file cost reports include hospitals, home health agencies (HHAs), skilled nursing facilities, hospices, rural health clinics (RHCs), and federally qualified health centers (FQHCs).[3] There are different reports necessary for each type of facility, with multiple report types for each facility.[4]

The data from the PS&R report for a given period often differs from the facility's accounting or billing records. This is because, for some facilities, the PS&R system tracks data differently than billing software, based on Medicare's reimbursement methodology. PS&R reports will show total reimbursement for the period specified, not total reimbursement paid during the period specified.[5] Providers completing cost reports will be required, if necessary, to explain why information on their cost report differs from the information shown on the PS&R report.[4]

The PS&R report is accessed from CMS's EIDM system.[6] A security officer must first be set up in order to access the PS&R report. The process of setting up a security officer may take 7 - 10 days.[7]

The reports necessary for the Medicare cost reports are the summary reports, which the user orders and then downloads from the website after it is created. (The detail reports contain sensitive data and must be obtained via other methods.)[1] The summary report will show up in the user's "Report Inbox" on the EIDM PS&R site. [7]
