Peter Douglas Kennedy was New Zealand Ambassador to the EU, NATO, Belgium and Luxembourg from 2007 until August 2011.http://politicsir.cass.anu.edu.au/centres/ces/news/he-mr-peter-kennedy-former-new-zealand-ambassador-eu-2007-11-delivers-keynote-address He was also in this period New Zealand's first Ambassador to Bulgaria. He undertook an official visit to Afghanistan with other NATO/ISAF Ambassadors in 2009.

Born in Christchurch New Zealand in 1949 Kennedy was educated at St Andrew's College Christchurch and Scots College Wellington. He attended Otago University and Victoria University of Wellington graduating with a Bachelor of Laws in 1973. He was admitted to the Supreme Court as a Barrister and Solicitor in 1974. Later he attended the Senior Management Programme of the JFK School of Government at Harvard. His father was Dr Douglas P Kennedy, New Zealand's Director General of Health from 1965 to 1972 and his grandmother was Mary Dreaver the third female member of the New Zealand Parliament (and the first from Auckland).https://en.wikipedia.org/wiki/Mary_Dreaver. He joined the New Zealand Customs Service in 1973 transferring to the Ministry of Foreign Affairs in 1974.

Diplomatic Career

After initial postings in Apia (Samoa) and Geneva, where in 1986 he was elected Chair of the GATT Committee on Technical Barriers to Trade, Kennedy was appointed International Affairs Adviser to New Zealand Prime Minister Rt Hon Jim Bolger, a role he held from 1990-93. This period coincided with the Gulf War (and the Kuwait hostage crisis) and New Zealand’s second election to the UN Security Council. Subsequently he became Ambassador to the Republic of Korea (1993-95) at the time the youngest ever appointee from New Zealand. Returning to New Zealand as Principal Trade Adviser he participated in numerous GATT and OECD meetings before taking over the division responsible for New Zealand's relations with Australia. He was instrumental in setting up the Australia New Zealand Leadership Forum https://foreignminister.gov.au/releases/2005/fa055_05.htmand becoming its first New Zealand Executive Secretary. He had earlier in his career drafted the Services Protocol between Australia and New Zealand that led to liberalisation of telecommunications services within each country. After he returned from his final posting in Brussels he became the Executive Director of the New Zealand Institute of International Affairs, a position he held until his retirement in 2015.http://www.nziia.org.nz/history.aspx.
