Qaisar Ud Din was born in the pre-independence era in 1940 in a small village called Ghundi Gujran, under Tehseel/Taluka/Taluk (a local unit of administrative division) named Karnah, which then was part of Muzaferabad district. It now comes under District Kupwara of Jammu and Kashmir State in India https://en.wikipedia.org/wiki/Karnah. He was born into an affluent family of the local standards. In adolescence, his mother expired, and in the 1947 war between India and Pakistan over Jammu and Kashmir, his father became a victim and was assassinated. Qaisar grew up as an orphan but was supported by his uncle for continuing his formal education in school and later in college. He happened to be the first graduate from Karnah. During his school and college period, he was influenced by the Socialist moment that had taken place around the world. He also actively participated in the socialist moment in the Kashmir valley. The patrician of Jammu and Kashmir and the condition of people in his region affected his thoughts and understanding of life, which later found words through his short stories which became popular among the Pahadi and Gujjar communities of Jammu and Kashmir in India and across the border in Pakistan. He used Qaisar as his pen name. His contribution to Gujri literature is preserved by the Jammu and Kashmir Academy of Art, Culture, and Languages http://art.uok.edu.in/Main/Default.aspx. He also happened to be the First Class Administrative Magistrate, from the Karnah, which is known as Tehsildar/Taluka Head/Taluk Head in India. In his professional career, he rose to the position of State Home Secretary and was recognized by all as an efficient, honest administrative government officer. He earned respect from his colleagues, superiors, governments, and the public at large in all the departments that he served.
