Rustam Khalefovich Gilfanov (born 20 March 1976, Perm, Perm Krai) – is a Russian businessman, scientific researcher and inventor, author and co-author of patents for technologies in the road and oil industries, economist, founder of Ural Plant of Deicing Materials LLC (UZPM). In Russia it is considered the founder of the branch of modern technologies of winter maintenance of cities.
Biography and career[edit]
R.K. Gilfanov was born in Perm - the administrative center of Perm Krai. Rustam’s parents are natives of Perm Krai. Father, Khalef Mirdakhanifovich Gilfanov, mechanic engineer, was born in Udmurtia. Mother, Margarita Andreevna Gilfanova, was born in Perm Krai. He is married and has three children. He is interested in tennis and sailing. R.K. Gilfanov graduated from Perm State University, Faculty of Economics, specializing in Management and Production Management, in 1998. R.K. Gilfanov has been running a business since being a student. Studying the second year at the university, he set up a company to supply equipment for the oil industry of Perm Krai. The company was engaged in promotion of products of Perm Krai manufacturers to the markets of the central regions of Russia, including Moscow and Moscow Region.
Development of the industry of modern de-icing materials in Russia[edit]
Due to the road traffic growth, a need for more effective methods of cleaning emerged in big Russian cities. The current methods including use of sand and salt mix and outdated equipment did not allow the fast and proper road cleaning. In spring people suffered from dust storms. The use of pure salt (sodium chloride) led to severe soil salinization and large-scale death of plants. The projects to find modern methods of cleaning roads and de-icing were launched in big cities in 2001-2002. Foreign experience was analyzed. At that time, domestic industry could cover no more than 60% of the market demand for de-icing materials in Russia. Basically, it was salt and sand. Almost 40% of the de-icing materials in Russia were purchased abroad: in China, Israel, Finland. Budget funds were spent for the development of the economy of other countries, while Russia had all the necessary resources to manufacture own modern de-icing materials. This situation was a catalyst for Rustam Gilfanov’s idea to create and develop this industry in Russia. First of all, he asked the leading research institutes to assist in creation of de-icing material meeting all requirements. For several years Rustam Gilfanov collaborated closely with the leading road, medical, veterinary and leather-shoe organizations, along with them he studied the properties of chemical components and foreign de-icing materials. After 6 years of studies, the first joint patent [1] of Gilfanov and several scientists for a multicomponent de-icing material made of a mixture of several types of salts, whose quality was not inferior to foreign analogues, appeared. Necessary raw deposits were found in Perm Krai. A site with the needed transport infrastructure was found in Krasnokamsk and the enterprise “Ural Plant of Deicing Materials” (UZPM) was founded there in 2007. In 10 years the company became an advanced research center for development and manufacture of modern de-icing products in Russia. In 2014 the company was the Official supplier of the Olympic Games in Sochi and the Partner of the Paralympic Games, and received a medal from the President of the Russian Federation. UZPM is a multiple winner of the programme "100 best goods of Russia", laureate of the contest "Ecology of the XXI century", holder of the national award "For Contribution to the Development of Environmental Security of the Country" and the international award "Energy of Efficiency”, the best employer of 2014, the largest taxpayer in Perm Krai, a conscientious supplier of goods of Volga Federal District. It is also "Conscientious Supplier" and the holder of the Certificate of Compliance with the National Standards of Supply of Goods for State Needs. Unconfirmed suspicions[edit]
In December 2014, the Investigative Committee of Russia suspected Rustam Khalefovich Gilfanov in the supply of de-icing materials of allegedly low quality. At the same time, according to the FAS (the Federal Antimonopoly Service) investigation, auctions were conducted without violations. The Chamber of Control and Accounts of Moscow did not confirm the arguments about the damage to the budget, the Government of Moscow had no claim concerning the quality of the supplied materials, and the conclusions on the incoming quality of the de-icing materials confirmed the conformity of the products to the requirements stated in Government contracts. According to experts (business ombudsman B. Titov, lawyers of the law center "Man and the law", the law office "Yurlov and partners"), there was no evidence of prosecution in the case, the examination during investigation to confirm the conclusions about the inefficiency of the supplied reagent was carried out with significant violations of methods and current legislation of the Russian Federation and could not present an objective and admissible evidence. Based on the results of the case's consideration on 19 December 2016, the court returned the case to the Moscow city prosecutor due to the impossibility of making the decision on the charges brought. On 21 February 2017 the Moscow City Court fully agreed with the arguments of the court of first instance about the inconsistency, irrationality and groundlessness of charges, and also with the argument about the absence of damage. The Moscow City Court refused to allow the prosecutor’s appeal. Therefore the courts of three instances did not detect any illegal acts by Rustam Khalefovich Gilfanov. During the proceedings, none of the prosecution's arguments was recognized as well-founded.
Social projects[edit]
Rustam Gilfanov not only actively invests in development of the scientific potential of research organizations, but also supports social projects. Part of the company's revenue is donated to the development of cultural, environmental and sports events, both on the regional and federal levels. In 2014 he was the only representative of Perm Krai who assisted in the development of the Olympic Movement and the organization of the Games in Sochi. He supports Paralympic athletes, sports sections: Perm Regional Wushu Federation, Swimming Federation, Olympic Reserve School of Rhythmic Gymnastics, hockey teams, powerlifting and others. The fruitful cooperation is established with several public organizations. He supports regional cultural events, including events of the project "Mysteries of the Cross Mountain".
