Oil & Gas[edit]

  • Expertise in policy matters and strategic issues emanating from geopolitics and geo-economics.
  • Formulation and implementation of Diesel Deregulation, PAHAL (direct cash transfer to over 224 million LPG consumers), Ujjwala (deposit free LPG connections for over 55 million BPL families) and Give Up (over 10 million consumers have voluntarily given up LPG subsidy), PAHAL being the largest such scheme in the world.

Industry& Manufacturing

  • Assisted in formulation and implementation of the National Manufacturing Policy which, inter-alia, provides for development of world class industrial cities, based on the time tested principles of factor reforms, clustering and aggregation, infrastructure first, de-risking and addressing issues inhibiting the factors market. Precursor to ‘Make in India’ and ‘Start Up India’.
  • Brought Delhi Mumbai Industrial Corridor (DMIC) to the implementation stage. Initiated work on Chennai Bengaluru Industrial Corridor, Bengaluru Mumbai Economic Corridor and Amritsar Kolkata Industrial Corridor.

FDI Policy

  • Initiated major reforms, including opening up of Multi-Brand Retail Trade (MBRT) and Single Brand Retail Trade (SBRT).

Intellectual Property Rights Policy[edit]

  • Used the IPR policy:
    • To promote innovation which is necessary for attaining depth in manufacturing, and
    • In the pharmaceutical industry to maintain a delicate balance between incentivizing innovation and ensuring affordability of essential medicines.

Disinvestment Policy[edit]

  • Prepared the White Paper on Disinvestment which formed the basis of subsequent policy to raise resources by selling small portions of Government’s equity, while retaining majority control. Also conducted an in-depth analysis of strategic sales.

Project Implementation[edit]

  • Oversaw and expedited implementation of major projects like the Oman India Fertilizer Project Paradeep Refinery , ONGC Tripura Power Co’s power plant, expansion of Petronet LNG’s Dahej Regasification Plant, Jagdishpur Haldia pipeline and expansion of BHEL’s capacity to manufacture power generating equipment to 20,000 MW.

  • At different times, served as the Chairman of Delhi Mumbai Industrial Corporation Ltd., Petronet LNG Ltd., Invest India Ltd., Oil Industry Development Board, Indian Petroleum Strategic Reserves Ltd., National Productivity Council, Lucknow Development Authority and several other organizations.
  • CEO of National Investment Fund.
  • As Managing Director of UP Small Industries Corporation Limited, turned it into a profitable company in two years.
  • At different times served on the boards of Bharat Heavy Electricals Limited, Jammu and Kashmir Development Finance Corporation Ltd., EXIM Bank, Asian Productivity Organization and a member of the Telecom Commission and Council of Scientific and Industrial Research.
