Scott Guan

Scott Yunxiang Guan is a lawyer and legal scholar. He is currently a senior partner at Zhong Lun Law Firm and chairs the firm’s Corporate and Mergers & Acquisitions Practice Group, consecutively ranked as Band 1 by Chambers and Partners. Guan is also an adjunct professor at the Lawyers Institute at the East China University of Politics and Law and a distinguished fellow at the Munk School of Global Affairs at the University of Toronto.[1]. Previously, Guan held the position of Program Co-Director at the Harvard-East China University of Politics and Law Joint Executive Program on Leadership in Law Firms. Guan is continuously recommended by Chambers and Partners, Legal 500, The International Who's Who of Business Lawyers and other reputable professional institutions as a leading business lawyer in China.[2] He is currently a director of the World Law Group, a global independent law firm network.[3]

Education[edit]

Guan earned his Doctor of Juridical Science (S.J.D.) degree from the University of Toronto Faculty of Law in 2003, attending with a full scholarship. Together with around 40 law firm leaders from around the world, Guan also completed an executive training program at Harvard Law School on the subject of leadership in law firms in 2011. He also holds a B.E. from the East China University of Science and Technology, an LL.B. from Fudan University in Shanghai, and an LL.M. from Osgoode Hall Law School, York University in Toronto.[4]

Legal Career[edit]

Guan has practiced law with top Chinese, English, and Canadian law firms, including Linklaters' Hong Kong Office, King and Wood in Shanghai, and Blake, Cassels & Graydon in Toronto.

Guan’s practice covers mergers and acquisitions, private equity and capital markets, antitrust/competition law, resolution of complex cross-border disputes, and general corporate, contract, intellectual property and business advice. His clients, both domestic and international, are in a wide range of sectors, including manufacturing, technology, telecom, Internet, online game, publication, education, entertainment and sports, natural resource, energy, distribution and retail, construction, real estate, financial service, private equity investment, and professional service.

Guan has also been retained as an arbitrator by the Shanghai Arbitration Commission, an organization established under the P.R.C. Arbitration Law for resolving commercial and contractual disputes.[4]

Community Service and Philanthropy[edit]

Guan served on the Global Steering Committee of the University of Toronto Faculty of Law Building Campaign Cabinet, co-chairing the Asia Pacific Campaign for fundraising and making personal contributions to the law school’s new Jackman Law Building on Queen's Park Crescent.[1]

Guan has also been invited to join the International Leadership Council of the University of Toronto, whose mission is to advise University President Meric Gertler on international strategies, and use the council’s knowledge and expertise to advance the University’s international partnerships, attract top talent, and magnify UofT's standing and impact around the world.

In an effort to help Canadian law students gain international experience and professional training, Guan has donated a scholarship in his name at the Faculty of Law, the Dr. Scott Guan China Law Practice Award. Designed in collaboration with University Vice President for Advancement David Palmer and the Dean of the Faculty of Law, Edward Iacobucci, the program selects and sponsors Canadian Law Students annually, offering them the opportunity to travel, live, and intern at Zhong Lun under Guan’s supervision in Shanghai.[5]

In recognition of his outstanding voluntary service and alumni leadership, Guan is a recipient of the Arbor Award (University of Toronto).[6]

Academic Works[edit]

Guan is the author of China's Telecommunications Reforms: from monopoly to competition, a book he published upon completion of his S.J.D.[7], as well as various book chapters and academic articles. He also completed the official translation of the World Bank's Telecommunications Regulation Handbook from English to Chinese, which was published by the Beijing University of Posts and Telecommunications Press in China.[8]
