The Ukrainian Think Tanks Liaison Office in Brussels (hereafter – the Office) is a non-profit organisation that unites leading Ukrainian and EU think tanks, whose unique mission is to advance Ukraine’s reforms and its European integration.

The idea of establishing a liaison office in Brussels emerged as a response of the Ukrainian expert community to the need of increasing its impact on both Ukraine’s European integration policy and the EU’s policy towards Ukraine.

The story of the Office dates back to autumn 2013, when Olena Prystayko, current Executive Director of the Office, held consultations with non-governmental think tanks in Kyiv. Nine of them supported the idea and made their first contributions as Office members. Following the start of its activities in early 2014, the Office has been officially registered in Belgium as a non-profit organisation (ASBL).

In 2015, the Office started to issue the Ukraine Analytical Digest and, in 2016, it launched its flagship activity – the annual conference “Brussels UkraineLab”.[1].

Mission[edit]

The Mission of the Ukrainian Think Tanks Liaison Office is to communicate internationally the knowledge and opinion of the Ukrainian expert community. It provides a non-partisan platform to deal with EU-Ukraine critical issues and is establishing a network of researchers and policy-makers across Europe in order to achieve a lasting impact on Ukraine’s democratic development and European integration.

Today, the Office represents and unites 20 think tanks that focus on a wide array of EU – Ukraine critical issues, provide high-quality research and policy recommendations as well as influence, monitor, and evaluate policy implementation by Ukrainian authorities.

Activity[edit]

To pursue its mission through advocacy, communication, and partnership building activities, the Office:

-Organises meetings, round-table discussions and conferences on various Ukraine-related issues in Brussels and other EU capitals;

-Establishes communication channels between the Office members and EU institutions through regular close-doors consultations;

-Presents and promotes publications and analyses of its members in the EU;

-Organises advocacy campaigns in EU member states;

-Develops partnerships between members of the Office and EU think tanks;

-Facilitates the development of joint policy and research-related projects;

-Informs members and the wider public about the Ukrainian discourse in the EU;

-Facilitates to the members’ access to EU and international funding opportunities[2].

Brussels UkraineLab[edit]

With the Brussels UkraineLab[3], the Office has created a unique space for discussion and cooperation for professionals working on facilitating Ukraine’s European integration through research and policy-related activities. Since its launch in 2016, the Brussels UkraineLab has been gathering high-level officials and experts from influential EU and Ukrainian think tanks, business associations, consultancies, academia, and media, providing them with a key platform for the development of new initiatives and projects to foster European integration of Ukraine. To keep-up enriching and enlivening this cooperation the Office develops practical guides and information materials. The latest publication, developed in the framework of the Brussels UkraineLab 2017, is a Practical guide for the think tanks on how to initiate and develop relationships with partners, donors and stakeholders.

Achievements[edit]

Ukrainian Think Tanks Liaison Office in Brussels has been ranked as one of the top think tank networks in the world (79th place), according to the University of Pennsylvania Global Go To Think Tank Index Report for 2016[4]. In 2017, the Office took the 81 place in this rating[5].

Ukrainian Think Tanks Liaision Office has become a member of an informal association of Brussels-based non-profit Research and Development Liaison Offices (IGLO)[6]
