Todd W. Filsinger (born 1962) is an independent American energy expert...[2]  He has advised numerous electric utilities and energy companies as an interim executive leader[3]

After growing up in Greeley, CO, Filsinger attended Colorado State University, where he completed a degree in Mechanical Engineering. Later, Filsinger earned an M.B.A. from the University of Colorado.  Filsinger began his career in the energy industry at R.W. Beck.

Today, Filsinger is senior managing executive of Filsinger Energy Partners[2] (FEP) based in Denver, CO.  Filsinger Energy Partners provides corporate management services, business insights, technical knowledge, independent analysis, and financial and litigation support to energy companies. Filsinger Energy Partners is a registered federal government vendor.[4]

Biography[edit]

Todd W. Filsinger has been active in the energy industry for over 25 years and is recognized globally as a leader and turn-around specialist in the energy sector. As an interim executive leader, Filsinger guides electric utilities through bankruptcy, restructuring and reorganizations, developed complex strategies for renewable energy producers, oil and gas entities and merchant power companies.

From 2000-2009, Filsinger was a partner[5] and led PA Consulting Group’s global energy practice, where he was active in the development of critical strategies for utility and merchant energy sectors and advised on generation risk, competition, deregulation, power market prices and utility valuations.

In 2008, Filsinger was named interim chief operating officer[6] of Calpine Corp. Filsinger was Calpine’s head of commercial operations[7], which includes oversight of trading, origination and structuring activities and budget management as it emerged from bankruptcy.

In 2009, Filsinger was named co-chair of the Coalition for the Green Bank[8] (CGB).  He appeared on C-SPAN to discuss the possibility of “green jobs”[9] in the United States as well as the group’s efforts to develop a green bank at the federal level to fund renewable industries. Filsinger shared management of the Coalition for the Green Bank[10] with co-chair Reed Hundt (former chairman of the U.S. Federal Communications Commission), and a steering committee of members from over 50 renewable energy operators, green finance and capital companies. Filsinger was published[11] by Public Utilities Fortnightly for his renewable energy work.

In 2010, Todd Filsinger founded Filsinger Energy Partners[2] to provide administrative management, engineering, accounting, research and management services[12] to the energy industry.

In 2014, Filsinger was named the Lead Energy Advisor to Energy Future Holdings (EFH), and its subsidiaries Luminant, TXU Energy and Oncor, to guide the company through its Chapter 11 bankruptcy proceedings and restructuring[13]. Filsinger’s work with Energy Future Holdings[14] included retail market modeling and analysis, environmental review, property tax litigation, business plan development, compensation plan review, financial cost reductions and projections, and bankruptcy court filings and testimonies.

In 2016, Filsinger Energy Partners worked on public and private energy asset valuations for electric utilities, including the evaluation of alternative ownership options[15] for Electric Utility Assets on the Islands of Oahu and Hawaii for the Hawaii Natural Energy Institute.

In 2017, Filsinger was hired as Chief Financial Adviser[16] to the Puerto Rico Electric Power Authority (PREPA) to lead the utility through its restructuring process after Hurricane Irma and Hurricane Maria destroyed the electric infrastructure on the island.  

In January 2018, Puerto Rico Governor Ricardo Rosselló named Todd Filsinger[17] as a member of a working group tasked with transforming the Puerto Rico Electric Power Authority (PREPA).  In February 2018, Filsinger represented PREPA at a bankruptcy court hearing, describing the Puerto Rico utility’s operational and liquidity challenges. Todd Filsinger testified[18] that PREPA has been running dangerously low on cash.  Todd Filsinger told the court that the government-run utility must have additional financing in place or parts of the Island would begin to go dark[19] within a matter of days. In October 2018, Mr. Filsinger was profiled by the Colorado State University Walter Scott, Jr. School of Engineering in the article[20] "With an engineering degree, alumnus shows you have the power to do anything."

In a January 2020 video interview with the Public Policy Institute of California (PPIC)[21], California Governor Gavin Newsom presented that the State of California had been working with "a gentleman named Todd Filsinger" who with his company Filsinger Energy Partners are the turnaround experts working to address the PG&E bankruptcy and a vision for a clean, reliable, safe, and affordable energy future. "Filsinger Energy Partners are experts in transformational thinking, and they have been leading us down a path over the past six months to layout in prescriptive detail what that 21st-century utility looks like," said Governor Newsom.

Todd W. Filsinger is a frequent speaker and energy subject matter expert at industry conferences and educational seminars[22].  His topics have included overviews of U.S. power markets, evaluations of alternative ownership options for electric utilities, energy industry restructuring, challenges and opportunities in power plant valuations, the expanding role of natural gas and renewables in power markets, and renewable energy law. In 2015, Todd Filsinger presented at the 18th Annual Electric Market Forecasting Conference[23]. Todd Filsinger gave an Energy Industry Update at the 2015 Skadden Annual Energy Projects Conference.[24] Mr. Filsinger has presented at numerous S&P Global Platts energy forums[25], the New York City Bar Association 2016 Energy Restructuring event[26], the University of Texas 2015 Renewable Energy Law Conference[27] and 2017 Gas & Power Institute event.[28]

Personal Life[edit]

Filsinger is married to Lindsay Filsinger, a Denver area realtor[29] with Perry and Company[30], and head of philanthropy and community outreach[31] for Filsinger Energy Partners. They have three daughters.
