Uloba - Independent Living Norge SA is a Norwegian organization, established as a coop for and by disabled people that have self-managed personal assistance (BPA in Norway).

The Coop was established in 1991 to act as the formal employer of the assistants that worked in the self-managed personal assistance area.

Uloba is owned and run by disabled people, in accordance with the idea that peer support is what is important for disabled people that self-manage their assistance.

According to Professor Atle Møen from the University of Bergen.[1], Norway, in the article "Democratic Communities and Individual Rights A View on the User-Controlled Personal Assistant Scheme", Uloba has been the primary political actor to get the concept of self-managed personal assistance established and the right for this personal assistance written into law in 2014.[2]

The Coop is a not-for-profit organization[3] Uloba er part of the "Independent Living" movement that works for equality and against discrimination of people with a disability.

Uloba (Uavhengig Liv Oslo BA) was founded in 1991 by Tone Norli, Vibeke Marøy Melstrøm, Leif Sylling, Knut Flaaum og Bente Skansgård, and 12 other people with disabilities.

Business[edit]

The business of Uloba as a Coop is to enable its members to self-manage their own assistance.

This is done by utilizing the self-managed personal assistance service, that is an alternative way of organizing assistance needs for people with disability. In Norway this is called BPA. Uloba are for formal employer of the members personal assistants, and provides guidance and training in how to self-manage the assistance.

Uloba have grown considerable, and in 2016 had 1415 members.

Independent Living[edit]

Uloba is a part of the Independent Living movement that works for equality for people with disabilities. Uloba is a member of the European Network on Independent Living (ENIL)[1], and in 2014 Uloba and ENIL signed and agreement to open a Nordic and Baltic office for ENIL.

Selvsagt[edit]

Uloba is a member of Fagpressen, Norways oldest press organization and the publisher of the magazine "Selvsagt".

Editor-in-Chief is Helge Olav Ramsted.

The magazine publishes 2 issues each year, and digitale copies are availible on internet. As of issue 7, the digitale copies are made universially accessible.

The pride parade "Stolthetsparaden"[edit]

Uloba are the facilitator of the pride parade "Stolthetsparaden". The parade in 2017 was the 10th pride parade to be held. In connection with the parade, Uloba gives out the award "Stolthetsprisen", and Adolf Ratzka was the winner in 2017.

In 2018, the opening speaker where Geir Lippestad, city councilor of Oslo.[4]

One of the speakers during the pride parade in 2017 was Norways prime minister Erna Solberg.[2]

The prime minister Erna Solberg, also spoke on Ulobas anniversary conference in October 2016 with a speech titled "Proud, Strong and Visible"[5]

The award "Stolthetsprisen"[edit]

The award "Stolthetsprisen" is awarded each year to a person or group that have made a significant contribution to the work of crating equality for people with disability.[3]

Controversy[edit]

In 2012 there where a controversy for violations of the labor environment act and missing salary payments to the assistants. The missing salary payments had been transferred back to the local municipalities, and Uloba covered the cost of the missing payments from its own funds.[17]

The controversy lead to the first formal labor agreement within the self-managed personal assistance area that was signed in 2013 between Uloba and the union Fagforbundet, and that went into effect from January the 1st 2014.[18]
