William Ablong

William E. Ablong hails from Dumaguete City, Philippines. He served as Dumaguete City Vice-Mayor (2001-2007), City Agriculturist (2008-2018) and City Administrator from 2010 to 2016.

Career[edit]

For 10 years, he was Project Manager and Consultant to the World Bank’s Watershed Management, Nearshore Fisheries and Coastal Resource Management projects.  He was likewise a Consultant to the Asian Development Bank’s sanitation and wastewater management projects for 12 years (covering Bangladesh, India, Indonesia, Pakistan, and Vietnam),  and USAID’s (U.S. Agency for International Development) Coastal Resource Management Project and the Local Initiatives for Affordable Wastewater Treatment or LINAW Project, and to  the United Nations Environment Program (UNEP). Ablong worked for 3 years as Coastal Resource Management Consultant of the Economic Development Foundation in Makati City, and as Technical and Management Advisor of the Coastal Conservation and Education Foundation in Cebu City.[1]

From 2008 up to present, he works as a Professor at the Graduate School of Foundation University handling subjects in Doctor and Master in Public Administration classes. From 2004-2007, he served as part-time faculty member of the Master of Science in Coastal Resources Management at Silliman University, and an adjunct Professor of the Institute of Environmental and Marine Sciences, also of Silliman University. From 2001 to 2007 he was part-time faculty member of the Graduate School and the College of Arts and Sciences at the Negros Oriental State University.

He holds key positions in various cooperative organizations in Negros Oriental. From 2010 up to present, he was elected and reelected as Director and Chairperson of the Board of Directors of DCCCO Multipurpose Cooperative.[2] From 2012 up to the present, he serves as Vice-Chairman of the Board of Directors of the Cooperative Bank of Negros Oriental (CBNO). He was also elected and served as Director and BOD Vice-Chairperson of the Negros Oriental Hospital and Health Services Cooperative or NOHHSCO (2012-2015). He is actively involved in the cooperative movement for many years where he shares his expertise in planning, policy formulation and analysis, management and administration, and servant-leadership.

Studies[edit]

Ablong's advance and post graduate studies on Urban Environmental Solutions were taken at the Meridian International Center in Washington, D.C., U.S.A. under a scholarship grant from the Bureau of Educational and Cultural Affairs of the United States Department of State in 2001; and the Wastewater and Sanitation Management Course at the Institute of International Studies at New Orleans, Louisiana, U.S.A. as a scholar of the U.S. Government through the U.S.-Asia Environmental Partnership Program in 2004.[3]

Other achievements[edit]

He obtained his Black Belt Degree (2nd Dan) after winning the Visayas-Mindanao Karate Championship Tournament (Black Belt Category) held at Silliman University Gymnasium in 1977 and became an instructor of the defunct Philippine Association of Martial Arts Institute for 5 years.

As Military Captain of the Armed Forces of the Philippines, Philippine Army Reserve Force, he served as Company Commander of the Charlie Company (2004-2006) and Battalion S1 of the First Negros Oriental Ready Reserve Battalion (2008-2010). He also served as Assistant Commandant and Instructor of the Army ROTC Units of Negros Oriental State University (2004-2005) and St. Paul University Dumaguete (2006-2007). From 2008 to 2016, he worked as Assistant Commandant, Training Director and Instructor of the Army ROTC Unit of Foundation University where he served as Corps Commander during her college days.

Church involvement[edit]

As a church leader, he served as Provincial Area Director of Couples For Christ for 10 years (1993-2003); President of the Parish Pastoral Council (PPC) with 59 member-organizations (2009 to present); Chairman of the Parish Pastoral Council for Responsible Voting (PPCRV), 2010 and 2013 elections; President of the Diocesan Organization of Renewal Movements and Communities (DORMC),  with 13 member- organizations, 2012 to present; and the Diocesan Council of the Laity with 40 member-organizations, 2013 to present.

He has traveled and stood the test of time as a former street child, scavenger, "coin diver", porter, news boy, shoe shine boy, gasoline boy, house boy, construction worker, laborer, dish washer, waiter, school janitor, messenger, student-leader, school publication editor-in-chief, a weekly columnist of the defunct Negros Currents, and Times Focus. In 2017, he authored a book - Public Issues and Trends from the Lens of a Public Servant. Since 2015, he writes regularly as a weekly columnist of the Dumaguete Metro Post.[4]

He is happily married to Mrs. Yolanda D. Ablong (Master Teacher II, DepEd), former English Department Head and President of the Faculty Club of Dumaguete City High School. They have three children: Bill Franz D. Ablong, an IT expert (multimedia) working in Jakarta, Indonesia (married to Diane Amodia-Ablong from Mintal, Davao City who teaches in an International School, also in Jakarta, Indonesia; Dean Nikon D. Ablong who works as a Registered Nurse at the North Shore Hospital in Auckland, New Zealand; and Clare Therese D. Ablong (Grade 12 at Silliman University).
