Joseph Effiok Hogan was born raise in a christian family of Okon Effiok Hogan and patience Hogan in Calabar, Cross River State, Nigeria where he also finished his primary and secondary school education, he attended West African Peoples Institute school, has a degree in public administration from University of calabar, calabar, is the younger brother of Female Nigerian Business Woman Atim Hogan.
