Heather C. Fischer is the senior advisor for human rights crimes at Thomson Reuters Special Services and corporate leader member with the Council on Foreign Relations.[1] [2] She regularly speaks on topics of promoting Women, Peace and Security and human rights, including online child sexual exploitation and human trafficking.[3] [4] [5] After the war broke out in Ukraine, Fischer led the company's efforts to identify data trends related to the demand for Ukrainian refugee woman and girls for sexually exploitative purposes.[6] She currently leads Thomson Reuters's partnership with the Organization for Security and Co-operation in Europe to prevent the human trafficking and sexual exploitation of Ukrainian refugees.[7] Fischer is the recipient of the Thomson Reuters Purpose award for her efforts on the 'Be Safe' campaign.

Fischer is also the recipient of the prestigious Eisenhower USA Fellowship in 2023. One of 11 recipients of the honor by the organization Eisenhower Fellowships, she was selected for her work fighting human trafficking and other human rights crimes in the national security space.Named after the U.S.’s 34th president, Eisenhower Fellowships was founded in 1953 to provide mid-career leaders from around the world the opportunity to travel to different countries to connect with fellow professionals of their respective fields[8]

In March of 2023, Fischer and the team at Thomson Reuters exposed that sex traffickers are using shell companies to launder illicit profits in Canada.[9]

Fischer was the first United States senior official to serve as a special advisor for human trafficking in the Executive Office of the President, or White House "human trafficking czar".[10] Fischer's position was created on January 31, 2020, by Executive Order. [11] President Donald J. Trump marked the 20th anniversary of the Trafficking Victims Protection Act, with federal legislation to help combat human trafficking, by dedicating a new White House position to the issue. [12] The president officially announced the new appointment during a White House summit organized by his daughter and senior adviser Ivanka Trump. [13] To mark the occasion, several high-ranking administration officials, including Ivanka Trump, Eugene Scalia, and William P. Barr, gathered in the East Room to hear personal stories from victims.[14]

Fischer's arrival to the White House position was formally announced during the 2020 US State Department's Trafficking in Persons report launch ceremony.[15]

During Fischer's service, the White House issued the first all of government US National Action Plan to Combat Human Trafficking.[16] On August 4, 2020, Barr announced the Justice Department was awarding more than $35 million for the first grant specifically dedicated to housing assistance grants for human trafficking victims. Fischer and other Trump administration officials spoke at the roundtable along with victims and advocates.[17] [18] Fischer moderated the event in the Indian Treaty Room while advocates and victims shared their stories and spoke about the importance of the federal grant specifically for victim housing, which went to more than 70 organizations across the country. [19]

Fischer also served as a diplomat and special advisor at the US State Department Office to Monitor and Combat Trafficking in Persons.[20] [21]

Previous to her time in the federal government, Fischer supported Ambassador Cindy McCain's work on human trafficking. Fischer managed the Combating Human Trafficking program at the McCain Institute for International Leadership at Arizona State University, a think tank named after the late Senator John McCain.[22] While at the McCain Institute, she implemented the first national prevention action plan in partnership with federal, state, and non-profit stakeholders. Additionally, Fischer instituted a public-private partnership with the US Department of Health and Human Services Administration for Children and Families and co-authored a nationwide Justice Sector report with community-based solutions to address human trafficking in the United States. Fischer also teamed up with the National Network for Youth to implement a best practices training on human trafficking for Runway and Homeless Youth provider from across the US.
