The class was designed by the Surveyor of the Navy, John Williams. Portland was ordered in January 1766. Another (Bristol) was ordered in 1768 but not launched until later in 1775. In the meantime, two more (Isis and Renown) were ordered in December 1770. Six more were ordered to the same design between 1776 and 1785.
