Positium is a data analytics company headquartered in Tartu, Estonia that uses passive mobile positioning data (MPD) from mobile network operators and creates statistical indicators which are used for describing human mobility.[1] It is the only company in the world that specialises in mobile positioning data for official statistics.[2] Positium is an internationally recognised private company working with MPD methodology and processing. The company is closely working with global organisations like the UN Statistics Division,[3] Eurostat,[4] ITU,[5] OECD[6] etc.

At the beginning of 2000's, a human geographer Rein Ahas, a city planner Heikki Kalle [te] and an architect Ülar Mark discussed that there has to be a more efficient and more accurate way for analysing human mobility patterns compared to surveys and other methods used thus far.[7] [8] Although the three men represented different fields of study, mobility patterns interested each of them. Also, by that time it had become evident that a mobile phone was something that would sooner or later be used by the majority of the population. Therefore, it seemed to be an interesting means for researching people's mobility.[9] Also, there was an idea to measure the tourist flows related to the Eurovision Song Contest 2002 that was held in Estonia.[10]

Positium was founded on 7 February 2003. In the next years, the social positioning method (SPM) was introduced and the first articles were published in cooperation with Positium. This method was supposed to change geography and social sciences. It enabled using mobile positioning data (MPD) for scientific research.[11] In 2005, the first study involving 300 users was done using the active mobile positioning system.[12] A year later, in 2006, Positium's staff participated in the international architecture biennale in Venice together with geographers from the University of Tartu and architects from the company UrbanMark. Together, they built an exhibition called "Joint Space: Location aware urban space and poetry" which showed the use cases of mobile positioning data in the city space.[13] Exhibition methodologies and the technical solution received positive feedback so that Positium decided to develop these ideas into real products in the upcoming years.

In 2007, Positium signed a spin-off contract with the University of Tartu.[14] This meant that Positium dealt with raw data and the technical aspects of client communication whereas the university side analysed the data and wrote scientific articles.[15] A year later, in 2008, Positium Barometer was developed. It was the first interactive tourism statistics system from mobile positioning data made available for all municipalities in Estonia. It also established a basis for Positium's own MPD processing software – Positium Data Mediator (PDM).[16] The same year, the methodology for human activity spaces from MPD (anchor point model) was established and published in a fundamental article "Using MPD to model locations meaningful to users of mobile phones".[17] In 2009, Eesti Pank, the central bank of Estonia, became the first country in the world to use mobile positioning data and Positium's methodology for publishing official tourism statistics.[18] Over the following years, Positium conducted many studies such as the regional development planning study in 2010 that was carried out together with the University of Tartu.[19] In 2012, Positium became a founding member of the Estonian Smart City Cluster initiative, which was designed to create an innovative environment in cities to boost the competitive ability of companies by bringing together businesses, citizens, public authorities, R&D institutes and structures that support innovation.[20]

In 2014, Eurostat's "Feasibility Study on the Use of Mobile Positioning Data for Tourism Statistics" was published. It was the first of this kind of research involving different countries and focusing on accessing, using and evaluating mobile positioning data. It opened a door for many contemporary discussions about MPD.[4] Two years later, in 2016, the international United Nations Global Working Group on Big Data for Official Statistics was created with Positium's participation and started the work to bring MPD to statistical offices around the world.[21] In 2017, Positium started the Indonesian cross-border tourist arrivals project and Indonesia became the second producer of official statistics time series using mobile positioning data.[22]

In 2018, Positium was awarded the title of the best spin-off company of the University of Tartu.[23] The company also participated in developing a data-driven bus route network solution in Tartu and received an award of "Act of the Year 2019" for it. In 2019, Positium officially became one of the new Affiliate Members of the UNWTO, confirmed on 10 September 2019 at the 23rd General Assembly in St Petersburg, Russia.[24] With the emergence of the COVID-19 pandemic in 2020, Positium, like many other companies, had to adapt to working from home. Nevertheless, Positium helped governments around the world to monitor mobility restrictions during the pandemic. Positium also participated in a mobility analysis and developed a map application for Statistics Estonia to analyse human mobility before and after the COVID-19 crisis.[25]

Use cases, domains, solutions[edit]

There are three main domains where Positium generates statistics from mobile positioning data by using their own software called Positium Data Mediator (PDM).[26]

  1. Mobility statistics can be used for doing public transportation planning, traffic planning and spatial planning. For example: Positium developed a new data-driven bus route network in Tartu, Estonia in 2018.[27]
  2. Tourism statistics and management and event statistics. MPD can be used for providing official tourism statistics. For example, Positium is doing the cross-border tourism statistics calculations for Indonesia. As for tourism management, Positium has built a Tourism Dashboard for the Estonian Tourist Board. MPD can also be used for generating event statistics. For example, Positium did an analysis on the biggest sports event in Asia – Asian Games – in 2018.[28] Another analysis was done for the Metallica concert in Tartu in 2019.[29]
  3. Population statistics can be used for crisis and disaster management. Positium has, for example, participated in building resilient communities within the BuildERS project[30] and applied MPD in COVID-19 mitigation in Estonia.[25]
