.366 ТКМ is a rimless cartridge based off the 7.62x39 cartridge. Despite the name, it is actually 9.5mm caliber, the name having been chosen before the cartridge was redesigned for a larger bore diameter. The velocity and power characteristics of the round are very similar to .35 Remington or the more recent .350 Legend cartridge, all having roughly 150-200m effective ranges and being more than powerful enough for both self defense and large game hunting.
Russian law makes it difficult for civilians to own rifles but relatively easy to own smoothbore weapons such as shotguns. Because of the exact way in which Russian law defines "smoothbore" it is actually possible to design a weapon that is legally smoothbore but has a useful amount of rifling to stabilize projectiles. .366 ТКМ is a cartridge specifically designed to be fired from such "smoothbore" weapons. This gives civilians in Russia access to what are essentially normal rifles while remaining compliant with Russian firearms laws.
The cartridge is not well known outside of areas subject to Russian firearms laws.
