- 26 January – Political dialogue resumed between Albania’s government and the Council of Europe’s Committee of Ministers.[2]
- 27 January – Albania’s parliament adopted a new Penal Code.[3]
- 8 February – An Albanian appeals court ordered the conditional release of four members of the Greek-minority organisation Omonia.[4]
- 21 March – Albania adopted a new Code of Criminal Procedure.[5]
- 23 March – Agreement was reached on a second joint European Commission–Council of Europe programme to reform Albania’s legal system.[6]
- 29 June – Albania signed the Framework Convention for the Protection of National Minorities.[7]
- 13 July – Albania joined the Council of Europe.[8]
- 5 September – The government initiated Constitutional Court proceedings against Zef Brozi, president of the Court of Cassation, over allegations that he had exceeded his authority.[9]
- 21 September – Parliament dismissed Zef Brozi after the Constitutional Court ruled that he had exceeded his powers.[10]
- 22 September – Albania adopted a law addressing genocide and crimes against humanity committed during communist rule.[11]
- 6 November – The Parliamentary Assembly’s Committee on Legal Affairs and Human Rights opened a procedure to monitor Albania’s membership obligations and commitments.[12]
- 30 November – Albania adopted a law providing for the screening of officials and other public figures for their connections to the former communist regime.[13]
