1996 CFL expansion draft

The 1996 Canadian Football League Expansion Draft[1] was a supplemental CFL draft that took place on March 11, 1996[2], which assigned non-import players from Canadian CFL teams to the recently-relocated Montréal Alouettes. Following the 1995 season, league abandoned its American expansion experiment, and 4 of the 5 American franchises either folded or were suspended. The Grey Cup champion Baltimore Stallions, the most successful of the American teams, had begun plans to move out of Baltimore following Art Modell's announcement that he was moving the NFL's Cleveland Browns to relocate there. Rather than play as the sole American franchise in a new non-NFL market for 1996, owner Jim Speros announced the team would relocate to Montréal and revive the Alouettes, which had folded at the beginning of the 1987 season.

However, the Stallions, like the other American-based teams, were not subject to the ratio rule - a quota of roster spots must be reserved for players who qualify as having lived or played in Canada. To provide Montréal with these non-import players, a supplemental draft was held to allow the Alouettes to draft non-import players from the existing Canadian teams.
