Local elections were held in Santa Rosa, Laguna, on May 10, 2004, within the Philippine general election. The voters elected for the elective local posts in the city: the mayor, vice mayor, and ten councilors.
Overview
Incumbent Mayor Leon Arcillas ran for Re-election under. Her opponent, Former Mayor Roberto "Tito" Gonzales, was under Kampi. Gonzales also served as Mayor from 1988 to 1998.
Incumbent Vice Mayor Joey Catindig ran for Re-election under Independent. Her opponent, Mayor Arcillas' running mate, was Incumbent Barangay Chairman Manuel Alipon under Lakas who was also under, Incumbent Councilor Eric Puzon under Kampi and Incumbent Councilor Luisito Algabre under Independent.

Municipal Council Elections
Voters will elect ten councilors to comprise the Municipal Council or the Sangguniang Bayan. Candidates are voted separately so there are chances where winning candidates will have unequal number of votes and may come from different political parties. The ten candidates with the highest number of votes win the seats.
