On January 24, 2023, a Cessna U206F, registered as RP-C1174, crashed in Divilacan, Isabela, Philippines, while en route in a 30-minute flight from Cauayan Airport in Cauayan, Isabela, to its planned destination in Maconacon, Isabela, killing all six occupants on board.

The aircraft became airborne at 14:15 local time (PHT; UTC+08:00) and last communicated with the air traffic control (ATC) four minutes into the flight near Naguilian, Isabela. The Civil Aviation Authority of the Philippines (CAAP) declared the aircraft missing after it did not arrive at its destination on time and lacked response. It triggered search-and-rescue efforts in the vicinity of the Sierra Madre mountain range in Isabela, which were frequently interrupted due to inclement weather conditions in the area.

The accident aircraft was a six-seater Cessna U206F, registered as RP-C1174, with serial number U20601905.[1] Prior to the accident, the aircraft bore an airworthiness certificate from the Civil Aviation Authority of the Philippines (CAAP).[1][2] The aircraft was previously a registered U.S. aircraft, with registration N50145.[3]

Passengers and crew[edit]

The aircraft was carrying six occupants—five passengers and a pilot.[4] The pilot in command was identified as Captain Eleazar Mark Joven, while the five passengers were Tommy Manday, Val Kamatoy, Mark Eiron Siguerra, Xam Siguerra, and Josefa Perla España.[5] Four passengers on board were supposed to meet a relative upon arrival to visit a wake of a family member.[6]

Flight[edit]

RP-C1174 took off from Cauayan Airport in Cauayan, Isabela, on January 24, 2023, at 14:15 local time (PHT; UTC+08:00) and was heading to Maconacon Airport in Maconacon, Isabela, where the aircraft was expected to arrive at 14:45 local time but had not landed.[5] Following the circumstances, the Civil Aviation Authority of the Philippines (CAAP) declared the aircraft missing.[2]

The air traffic control last communicated with the aircraft in the vicinity of the Naguilian Bridge in Naguilian, Isabela, at 14:19 local time.[7] A relative of one of the passengers onboard noted that their relative onboard had posted a video on Facebook while on flight and they had messaged their friends prior to the aircraft's disappearance.[6][8]

At the time of disappearance, CAAP had not received a distress signal from the missing aircraft, which should have been activated either manually or automatically upon impact.[2]

The Cauayan Tower initiated an "uncertainty phase alert" (INCERFA) for the missing aircraft at 15:17 local time (PHT; UTC+08:00) and later raised into a "distress phase" (DETRESFA) shortly after.[9] Authorities conducted a full scale search and rescue operations for the missing aircraft the day after its disappearance.[8][10] Mobile phone signals of the passengers onboard were used to determine the possible search area for the missing aircraft.[11]

On January 29, 2023, 06:45 local time, residents spotted debris in Divilacan, Isabela, that is suspected to be from the missing aircraft.[12] Upon reaching the initial target site at Barangay Dicaruyan on February 8, no wreckage was found. Search had now expanded to the sea with the help of the Philippine Coast Guard.[13]
