On April 7, 2021, the release of "23rd Monster" was announced to commemorate Hamasaki's 23rd anniversary. The song was initially planned to be announced on April 8 but was revealed earlier due to overseas listeners hearing it prematurely.[1]

The song's lyrics were written by Hamasaki and the composition by Kazuhiro Hara. The lyrics discuss choosing one's path in life amidst the current social situation.[2]
