405th Army Field Sustainment Brigade is the headquarters of the U.S. Army Sustainment Command in Europe, responsible for all logistics, acquisition and technology activities in the European and African theaters. The brigade oversees three battalions in Germany and Italy. It is a subordinate command of the United States Army Materiel Command (AMC) and the United States Army Sustainment Command (ASC). It is currently under the operational control of the 21st Theater Sustainment Command.[1]
History
The Army Field Support Brigade-Europe was created on Nov. 18, 2004, from the Army Materiel Command Forward-Europe. AMC-Europe had evolved into a more expeditionary organization as units in Europe became engaged in a variety of contingency operations. The most significant of these were efforts in the Balkans, but the command also supported efforts in Africa, and, later, Eastern Europe. After the attacks of Sept. 11, 2001, AMC-Europe became heavily engaged in support efforts for the Global War on Terrorism. This included assisting European-based units in preparations for deployment.
During this time, another European-based AMC unit, the Combat Equipment Group-Europe (CEG-E), was a player in moving Army Prepositioned Stocks (AN) from Europe into Southwest Asia (SWA). CEG-E and APS were the post-Cold War embodiment of the old prepositioned overseas materiel units. For decades, CEG-E and its predecessors had maintained, stored, and issued war reserve materiel in anticipation of rapid U.S. deployment into Europe in case of war with the Warsaw Pact. In the 1990s, the CEG-E units established the equipment pools required for the APS program afloat and on land in Europe, SWA, and the Far East. CEG-E APS equipment had enabled the move into Bosnia in the mid-1990s and then throughout the Balkans.
In late 2004, CEG-E headquarters was disestablished as a separate brigade headquarters, and the APS mission and units were transferred to AMC-Europe. Around this time, AMC-Europe was redesignated the Army Field Support Brigade-Europe (AFSB-E). At this point, AFSB-E moved from coordinating AMC efforts in the European theater of operations to taking command and control of all AMC elements. U.S. Army Europe elements now had a true single point of entry for all AMC units and capabilities in Europe. This synchronized AMC-provided equipment fielding, readiness, sustainment and contingency contracting more efficiently.
In June 2003, the commander of AMC-Europe had been directed to establish a logistics support element in Balad, Iraq, to control all the forward LSE's in support of Operation Iraqi Freedom. Eventually, other AMC leaders had rotated through as commander, LSE-Iraq, as the mission become more complex with the addition of AMC repair activities, contracting, and equipment fielding. In December 2004, AFSB-Europe was directed to establish an operational command post in Iraq to command all AMC efforts in that country. During 2005, the AFSB commander and key staff deployed to Iraq and, as a unified brigade, streamlined AMC support by creating the same single command and control that the brigade was already establishing in Europe.
On August 9, 2006, the brigade was officially redesignated the 405th Army Field Support Brigade. In 2009, the brigade relocated from Hammonds Barracks in Seckenheim, Germany, to Daenner Kaserne in Kaiserslautern, Germany. The brigade unfurled its colors in Kaiserslautern on November 30, 2009.
Current Operation
The 405th Army Field Support Brigade (AFSB), assigned to Army Sustainment Command (ASC) and under the operational control of U.S. Army Europe, is headquartered at Daenner Kaserne, Kaiserslautern, Germany, and provides Materiel Enterprise support to U.S. forces throughout Europe and Africa, providing theater sustainment logistics; synchronizing acquisition, logistics, and technology; and leveraging the Army Materiel Command (AMC) Materiel Enterprise to support joint forces. The 405th AFSB is designed to synchronize and integrate AMC capabilities and enablers to deliver immediate readiness to the U.S. European Command (EUCOM) and the U.S. Africa Command (AFRICOM), maintain Army Prepositioned Stock (APS) and execute Logistics Readiness Center operations.
The brigade consists of Army Field Support Battalions (AFSBn) providing direct support in Europe to assigned and rotational forces; three Prepositioned Stock AFSBns; Logistics Support Teams (LST) providing direct support to Brigade Combat Teams (BCT), Combat Aviation Brigade (CAB) and to U.S. Army Africa; LSTs East and West, providing direct support on an area basis to Army separate reportable units in Europe; and Logistics Readiness Centers (LRCs) executing installation logistics operations. The brigade provides this support throughout the EUCOM and AFRICOM areas of operation.
The brigade AFSB is responsible for APS equipment sets located at various European locations, to be utilized as directed in support of NATO operations.
AFSBn-Germany, headquartered at Rose Barracks in Vilseck, Germany, is responsible for providing and coordinating tactical and operational sustainment to ensure theater readiness and enable commanders to conduct the full range of military operations in direct support of USAREUR.
AFSBn-Africa, headquartered at Leghorn Army Depot in Livorno, Italy, receives, stores, maintains, and issues APS equipment. It provides humidity-controlled storage of assets for several COCOMs. The battalion provides and coordinates AMC enablers in support of USARAF through its assigned LST-Africa located at Camp Ederle, Vicenza, Italy.
AFSBn-Benelux, headquartered at Eygelshoven, Netherlands, provides mission command of APS operations at Eygelshoven, and Zutendaal, Belgium and FSBn Mannheim (provisional) headquartered at Coleman Work Site in Mannheim, Germany, provides mission command of APS operations at Mannheim and Duelmen, Germany. Both battalions are responsible for receipt, storage, maintenance, shipment and issue of equipment and are capable of shipping equipment to forward sites for issue at Equipment Configuration and Handoff Areas (ECHA).
The brigade provides ASC and Materiel Enterprise partners a forward presence to assist in managing sustainment and field-level maintenance. Other missions executed by the brigade include: Life Cycle Management Command (LCMC) maintenance activity synchronization; materiel management; field support; direct theater support; Logistics Assistance Program (LAP); and LOGCAP. The Department of Army civilians from AMC’s LAP are an integral part of the brigade team. These dedicated men and women, better known as Logistics Assistance Representatives (LARs), come to ASC from the four LCMCs: Aviation and Missile Command; Communications and Electronics Command; Joint Munitions Command; and the Tank-Automotive and Armaments Command. The LARs serve side-by-side with supported units in garrison, in the field, and deployed in support of combat operations around the world.
The brigade provides installation logistics support to U.S. Army Garrisons (USAG) and tactical units through its LRCs, BASOPs transportation and BASOPS maintenance directorates throughout Germany, Italy and the BENELUX. Supporting 16 communities in four countries, the LRCs are responsible for providing food service support; operating central issue facilities (CIF); laundry and dry cleaning services; driver testing; commercial travel services; operating Hazardous Material Control and Reuse Centers; Regional Supply Support Activities (RSSA); maintaining installation property books; counseling and scheduling household goods shipments; customs clearance; BASOPs and tactical maintenance; and managing Europe’s nontactical Army-owned and-leased vehicle fleet. LRC Italy also supports the Defense Department’s Humanitarian Assistance Program-Excess Property program and USAID Office of Foreign Disaster Assistance. The LRCs provide services to NATO, SHAPE, USARAF, USAREUR, AFRICOM, EUCOM, and IMCOM, as well as many other units/activities stationed in Europe.
