AZNEEM BILWANI is a Pakistani under trial (for money laundering and fraud) businessman and working as Chief Executive Officer of ABTECH (Pvt) Ltd, a Pakistan software company that runs numerous websites selling fake certificates.
Early Life
Azneem Bilwani was born on 05-10-1973 and holds Pakistani National Identity Card No.42301-5585440-7. According to LinkedIn, Azneem Bilwani holds a Bachelor of Commerce (B.Com.) from St. Patrick's College. Mr. Bilwani started his career in 2003 and worked in the Information Technology and Services and Financial Services.[1]
Founding ABTECH
Mr. Bilwani has been working as a Chief Executive Officer for Intermarket International. In 2015, Mr. Bilwani established ABTECH (Pvt) Ltd and serves as its owner and Chief Executive Officer (CEO). [1]
Fake Certificates Scandal
Official Investigation
In 2020, FIA CCRC, Karachi initiated an Enquiry No. 560 against Mr. Bilwani on the report of a spy agency, wherein it was identified that Mr. Bilwani’s company was involved in harassment, fraudulent activities, identity theft, impersonating, cheating, phishing extortion etc., and was tarnishing the reputation of Pakistan. On the basis of enquiry No. 560/2020, FIA conducted a raid at the office of ABTECH and seized digital equipment which was sent to a forensic lab for examination. Later, notice was served upon Mr. Azneem Bilwani and others.[2]
Criminal Charges
Mr. Bilwani was booked in FIR No.09/2021 which was registered on 30-03-2021, by FIA CCRC, Karachi under section 13, 14, 16, 20, 26 Prevention of Electronic Crime Act, 2016 read with 34, 109, 383, 419, 420, 468, 471, Pakistan Penal Code read with 3/4, Anti Money Laundering Act, 2010 Amended in 2020 for harassment, fraudulent activities, identity theft, impersonating, cheating, extortion etc.[3]
Interim Charge Sheet
The Cyber Crime Reporting Circle, Karachi, filed Interim Charge Sheet/Interim Challan in the Court of 1st Judicial Magistrate Karachi South. Interim Charge Sheet/ Challan disclosed that after the initial forensics report of the digital evidence, it came on record that various websites were found as phishing websites currently operated with dummy addresses of USA. The said websites were used to create and register the logos and trademarks for foreign clients and their associated businesses are currently running/managed from the office of ABTECH.
Show Cause Order by US government
US government officially issued a Show Cause Order to Mr. Bilwani. As per the show cause order, the official states that Mr. Bilwani’s company ABTECH and its two other companies namely M/s 360 Digital Marketing and M/s Retrocube and their officials engage in unauthorized and improper activities before the USPTO. The fraudulent activities of ABTECH and its two companies namely M/s 360 Digital Marketing and M/s Retrocube and their officials have been described in news articles, examples of which are attached as Exhibits B – F to this Order.[4]
It was further stated in the above order that the Trademark Filing Entities advertise extensively via search engines, touting falsely low fees (starting at $99) and timeframes (7 minutes) to register a trademark. In some cases, the ads say that the services are endorsed by the USPTO, as shown in the order: In other cases, customers of the various logo design companies may be sent correspondence about their logo by ABTECH and its two companies namely M/s 360 Digital Marketing and M/s Retrocube and their officials, threatening a loss of rights and containing an attached letter ABTECH & its officials claim to have been sent from the USPTO, on USPTO letterhead, and featuring the USPTO seal.[4]
