During the 2019 Venezuela crisis and the refusal of the Venezuelan government under Nicolas Maduro to accept humanitarian aid from the United States, Johnson noted that Former Assistant Secretary of State Elliot Abrams, who was named President Donald Trump's Special Representative for Venezuela, has in the past used humanitarian aid as a way to shuttle weapons to opposition groups in Latin America in the 1980s.
