Admission Committee for Professional Courses[edit]

Admission Committee for Professional Courses (ACPC) is a committee established to regulate the admission to professional technical education colleges and fixation of fees.[1] [2] The ACPC was formed by Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007.[3][1] The definition of professional courses in ACPC includes

  • Bachelor of engineering and technology and the diploma in engineering
  • Bachelor of pharmacy and the diploma in pharmacy
  • Bachelor in architecture and the diploma in architecture
  • Bachelor of hotel and tourism management and the diploma of hotel and tourism management.
  • Master of business management
  • Master of computer application
  • Such other courses which the Gujarat government sees fit by notification made in the official gazette[4]

History[edit]

JACPC was formed in 2003 for Engineering, Pharmacy and Medical admission. From 2004 separate committee was formed for Engineering, Pharmacy and Medical admissions. From 2005, fully computerized, Single window, multiprocessing online admission process carried out. ACPC was formed under the provision of section 4 of Gujarat Act No. 2 of 2008. From 2009, Web-based, online admission process for Degree Engineering, Degree/ Diploma Pharmacy, Diploma Engineering, & MBA/MCA was introduced. From 2013–14, ACPC made all admissions online[5]. The establishment of ACPC came into force on 5th May 2008 by Gujarat Professional Technical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007[6]. The admission building of Admission Committee for Professional Courses is located at Lalbhai Dalpatbhai College of Engineering campus which carries out the processes of the committee.[7]

Procedure[edit]

All government or government aided engineering colleges intake and 75 percentage of the intakes in self financed institutes (SFI) under State Quota (SQ) which included in online counselling round is filled by ACPC. The remaining 25 percentage of SFI seats called Management Seats which includes 15 percentage Non-Resident of India (NRI) seats are filled by SFI under Management Quota (MQ) are filled according to guidelines provided by ACPC. After completion of online admission process any vacant seats are filled by colleges by preparation of common merit list according to directions from ACPC and manner in notification, with exception being in institutes having 50 percent ACPC Quota which contains all India as well as NRI seats and remaining for Joint Entrance Examination (JEE) Main Score include Dhirubhai Ambani Institute of Information and Communication Technology (DAIICT) Gandhinagar, Institute of Technology, Nirma University, Ahmedabad, Pandit Deendayal Petroleum University (PDPU) Gandhinagar and Adani Institute of Infrastructure Engineering, Ahmedabad. The institutes which includes 50 percent ACPC Quota and remaining for JEE-Main Score(All India) include School of Engineering & Applied Science Ahmedabad University, Ahmedabad and School of Technology, GSFC University, Vadodara. The institute which has 75 percent ACPC Quota and remaining for JEE-Main Score(All India) include Navrachna University, Vadodara. Institute which has 50 percent ACPC quota and remaining through Central Seat Allocation Board (CSAB) include Institute of Infrastructure Technology Research and Management (IITRAAM), Ahmedabad.[8]

The first step to take admission through ACPC for the people who are eligible is to buy a pin and booklet from the bank selected by ACPC which was ICICI Bank in 2019 and the prices of pin may vary from course to course.[9] There are certain tests to be given for certain courses along with their board examination like for bachelor of architecture and interior design should give The National Aptitude Test in Architecture,[10] Bachelor of pharmacy and bachelor of engineering and technology should give Gujarat Common Entrance Test (gujcet),[11] Master of business management and Master of computer application should give Common Management Admission Test,[12] Etc. After the purchase of pin candidates pursuing professional courses should do online registration then get the registration slip and verify the required original documents to the nearest help centres and get verification slip from them. After that the Admission Committee for Professional Courses will release the provisional merit list date varying according to courses. [13][12][14][15] From that there would a mock round where a trial process is conducted for understanding choice filling, seat allotment and also to know availability of courses or institutes as per provisional merit rank.[12] After mock round first and second round(reshuffling round) will commence online after that online admission of ACPC will close than if they want they can give consent for participating in third round (offline round) through their website and then offline round will happen at Lalbhai Dalpatbhai College of Engineering campus[16]

Availability of seats[edit]

There are 65,358 seats for engineering in 2019 which was 70,000 in 2018. For 2019 there are 51,879 seats for self financed colleges and 13,479 are for government and grant-in aid colleges.[17] For pharmacy courses there are 12,299 candidates participated for 6,434 seats available.[18] Hotel and tourism management courses had 497 seats available in 2019 which were 360 in 2017.[19] [20]There are 1,681 seats available for bachelors in architecture.[21] There are 19,960 seats in total available for Masters in Business Administration (MBA) and Masters of Computer Application(MCA) courses.[22]

Functions[edit]

The functions of ACPC includes to administer the entire process of supervising, monitoring and controlling of candidates who seek admissions to professional technical education colleges by preparing the merit list in accordance of rules and regulations of acts, allocations of government and management seats according to rules and regulations of acts, ensure that admission of those seats are made according to merit list prepared with no candidate being admitted to a management unless their name appears in the merit list and such other functions decided by the government.[1][23]

  • The Director of Technical Education, Ex-officio;
  • The Joint Director of Technical Education, Member, Ex-oficio;
  • The Principal, L.D. College of Engineering, Ahmedabad, Member-Secretary, Ex-officio[6]

Controversies[edit]

There were around 52 percent seats remaining vacant in 2017 as 1.22 lakh seats remained vacant out of 2.07 lakh most of it from SFI. Around 73 out of 140 colleges in state had more than 50 percent seats vacant and 3 being among them having no admission at all. The highest 94 percent were from diploma to degree courses and lowest being 49.98 percent for engineering degree courses.[24] For 2019 there are around 23 percentage of seats which is 3,048 vacancies in total for various government and grant-in-aid engineering colleges across Gujarat. The highest being in electronic and communications in terms of number and in terms of percentage is metallurgy[25] whereas only eight seats remain vacant for pharmacy courses which were around none in 2018.[26][27] There are 16,509 seats being vacant in total for MBA, MCA and MCA lateral. [28] There are 50 percentage of seats remaining vacant as out of 2,527 out of 5,181 remain vacant for master in engineering and masters in pharmacy courses.[29] Around 40 percent of seats which is 550 remaining vacant for bachelors in architecture course.[30]

Earlier they used to have a special quota for CBSE students on prorate basis which has claimed to be unfair to GSEB students.[31] After incidents like these Gujarat High Court again held that the ACPC was not following rules in devising calculation method and was asked to follow the one made by high court (HC), a formula to calculate the percentile for students of all boards which was suggested on July 23 of 2013 due to a response to a Public Interest litigation (PIL) filed by an individual Vinod Pandya who questioned the percentile system as there was a bypass in normalization process. The HC scrapped the present calculation method and until the legislative or the delegated committee can change the system the method followed by HC should be followed.[32] Even after the introduction of several changes to facilitate the process of admission during admission year 2015-2016 there was still a controversy which causes conflict and still needed to be resolved. The parents even went to later the Supreme Court in 2014 and is still pending in Apex court. [33]
