Agnes Joyce G. Bailen (born September 26, 1971) is a lawyer, political scientist, teacher, researcher, writer, author, cultural worker, elder, and presently a doctoral student in public administration. She has served in all three branches of government: judicial, legislative, and executive. Bailen received the Outstanding Employee award from the Supreme Court during its Centennial Celebrations in 2001. In 2015, she was named one of the 100 Influential Filipinas for the Year 2015 by the Filipina Women Network in San Francisco, USA. In 2017, the Women Lawyer’s Circle, Inc. (WILOCI) gave Bailen a Plaque of Appreciation for her “well-deserved appointment as Undersecretary for Internal Management of the Department of Budget and Management.” She was later transferred to the DBM Internal Audit Focal Group where she served until August 2020.

Bailen was born in Quezon City to a family of academics and preachers. She is the second child of Jerome B. Bailen, a retired faculty member of the UP Department of Anthropology, and Josefina “Josie” Garlit-Bailen, who was an opera singer and taught voice at the UP Conservatory of Music after being invited to teach by the late Baritone Aurelio Estanislao Bailen after he heard her sing at Baguio when Josie was a faculty member of St. Louis University. Her paternal grandparents, Rev. Engr. Gregorio Bailen Sr. and Deaconess Esperanza “Panching” B. Bailen, were stalwart Methodists who were active at the United Methodist Church, the National Council of Churches of the Philippines, and the World Council of Churches. Her maternal grandmother, Lucia D. Garlit, was an active member of the Catholic Women’s League while teaching at Ilagan, Isabela. In 2015, the University of the Philippines Alumni Association gave the Bailens the UPAA Multi-Generation UP Alumni Family Award for the Year 2015.

Education and Career

Bailen graduated with honors from the UP Integrated School and obtained her B.A.-M.A. Honors in Political Science, Bachelor of Law, and her Bioethics program from the University of the Philippines. She was a member of the Table Tennis Varsity for three years until she gave it up to focus on her B.A.-M.A. Honors Program. She would join the Phi Kappa Phi International Honor Society for Overall Academic Excellence and the Pi Gamma Mu International Honor Society in the Social Science.

While pursuing her undergraduate degree, she served as a researcher of the UP Center of Integrative and Development Studies, Philippine Institute for Development Studies, and at the Institute of Strategic and Development Studies while pursuing her Masters in Political Science. She first taught at UP San Fernando as a lecturer and later at St. Scholastica’s College at Leon Guinto, Manila. While pursuing her law studies at the UP College of Law, Bailen taught political science at the UP Department of Political Science. In 1997, she became a university researcher at the Leadership, Citizenship and Democracy Program (now the Center for Leadership, Citizenship and Democracy) of the UP College of Public Administration (now UP National College of Public Administration and Governance). It was during this time that she authored her first book, *The Odyssey of Lorenzo M. Tañada*.

After graduating from the UP College of Law in 1999, Bailen was appointed to the Supreme Court Public Information Office which was headed by Atty. Ismael G. Khan. In September 2000, Bailen was taken in as Court Attorney 4 in the chambers of Justice Artemio V. Panganiban. She served as Assistant Committee Secretary and later as Committee Secretary of the Executive Committee of the Supreme Court Centenary Committee when its Secretary, Atty. Emma C. Matammu, went to the US to pursue her Masters of Laws. The Executive Committee was chaired by Justice Panganiban who also served as Concurrent Chair of the SC Committee on Public. After working for 11 months in the Office of Justice Panganiban, she was appointed as the head of his Judicial Staff. While working in the Supreme Court, she also taught at De La Salle University at Taft, Manila and taught dental and medical jurisprudence at the UP College of Dentistry and the UP College of Medicine.

After working for four years in the Supreme Court, Bailen went into private practice and became an associate at Antonio R. Bautista & Partners in Quezon City. When there was a vacancy in the Office of Senator Miriam Defensor Santiago in 2004, she applied and was hired as her Chief of Staff while pursuing Bioethics. She stayed with Sen. Santiago for two years.

In 2004, Bailen became the Head of the Legal Team for Ramon A. Ilagan, who was running as a Mayoral Candidate against long-time Mayor Nicanor Felix. With the zealous service of Bailen, who almost died during the canvassing of ballots in the 2004 Cainta Mayoralty Race, Ilagan defeated Felix whose family held the position of Mayor for 57 years.

Bailen would later form the Bailen and Nachura Law Office with her batchmate, Annalou Nachura. In 2006, Bailen joined the UP Legal System under Vice President for Legal Affairs Atty. Marvic Leonen who is now an associate justice of the Supreme Court until she transferred to the House of Representatives where she stayed until June 30, 2016.

Congressman Jose V. Yap of the second district of Tarlac offered Bailen the position of Chief Political Affairs Officer (CPAO) of his congressional office in 2007. Bailen accepted and served him until Yap succumbed to cancer. She would later serve as the CPAO of celebrity politician Congresswoman Lani Mercado-Revilla of the second district of Cavite. Notwithstanding being a neophyte and a member of the minority group in Congress, Rep. Mercado-Revilla received the Most Outstanding Congressman award by the Superbrands Marketing International every year beginning 2011 until 2015 where she eventually ascended to the Hall of Fame of Most Outstanding Congressman in 2015. It was because of this feat by a neophyte woman legislator that Bailen received the 100 Influential Filipinas for the Year 2015 Behind the Scenes Leader Category by the Filipina Women Network in 2015 at San Francisco, USA.

On July 1, 2016, she was appointed as DBM Undersecretary by President Rodrigo R. Duterte and became the Chief of Staff in the Office of DBM Secretary Benjamin E. Diokno. In September 2016, she became the Focal Group Head (FGH) of Internal Management and later the Internal Audit Group. While she was at DBM, Bailen became the Chair of the Bids and Awards Committee, the Gender and Development Focal Person, the DBM Representative to the Drug Abuse Treatment Rehabilitation Center, the DBM Representative to the Philippine Commission on Women, the DBM Representative to the Central Bank-Board of Liquidators, the DBM Representative to the National Quincentennial Committee, and the DBM Representative to the National Nutrition Council.

Researches and Books

While pursuing her Masters degree, Bailen became part of a research group who prepared the “Philippine Human Development Report: People’s Participation in Governance”, which was a research project sponsored by the United Nations’ Development Programme (UNDP) from January-June 1993. She also became a researcher of the “Post-Aquino Philippines: In Search of Political Stability,” module on people empowerment, from January-June 1992 as well as a researcher of the Philippine Center for Policy Studies, Diliman, Quezon City, from September-October 1993. She became a research assistant at Women Health Philippines from November 1993-January 1994 and later at the ISDS from October 1995-January 1996. In August 1996-February 1997, she became a CIDS research associate of Prof. Miriam Coronel-Ferrer who made “A Special Project on the Southern Philippines Council for Peace and Development”.

While working as a university researcher at the LCDP, Bailen wrote her first book, *The Odyssey of Lorenzo M. Tañada*, which was nominated for Best Biography by the Manila Critics Circle in 1998. She wrote her second book, *Supreme Court Rulings on the Civil Service from 1900-2000* while working at the Supreme Court Public Information office in 2000. This book became the centennial gift of the Supreme Court to the Civil Service Commission when it celebrated its Centennial Anniversary. In 2001, Bailen became a member of the legal team who made *Law as Literature*, volume 3 of the Supreme Court Centenary Commemorative Book.

Church Work

Bailen became a Church Elder of the NCCP Ecumenical Ministry-UP Church of the Risen Lord in August 2015. She also served as Council Secretary from 2015-2017. She became the Chairperson of the Church Council of the NCCP Ecumenical Ministry-UP Church of the Risen Lord from August 2019 to February 2021. She is the President of the UPCYM ACTS since February 2018.
