Aleksandr Borisovich Ter-Avanesov (October 13, 1969) is a Russian politician, member of the Federation Council representing the Kostroma Regional Duma (2006-2015), deputy of the Kostroma Regional Duma (2015-2016). He has been Senior Vice President of VTB Bank (PJSC) since September, 2016.

Biography[edit]

In 1992, Ter-Avanesov graduated from the M. V. Lomonosov Moscow State University as an economist and teacher of political economy. In 2001, he graduated from St. Petersburg University of the Ministry of Internal Affairs of Russia with a degree in jurisprudence.

In 2002, the Presidium of the Supreme Attestation Commission of the Ministry of Education and Science of Russia awarded Ter-Avanesov with the academic title of Candidate of Sociological Sciences. The topic of his dissertation was “Social protection of employees and veterans of the Ministry of Internal Affairs: mechanisms and ways of its optimization (a sociological analysis)”.

Before being elected to the Federation Council, Ter-Avanesov was Deputy Chairman of the non-profit organization Zabota (“Care”) – Charitable Foundation for the Social Protection of Employees of the Internal Affairs Bodies, Internal Troops and Members of Their Families.

From February to July, 2006 Ter-Avanesov was member of the Federation Council Committee on Federation Affairs and Regional Policy, from July, 2006 to November, 2011 – Deputy Chairman of the Federation Council Committee on Federation Affairs and Regional Policy, from February, 2006 to November, 2011 – member of the Commission for the Council of Federation's Performance Maintenance Monitoring, from November, 2008 to November, 2011 – member of the Committee of the Federation Council on Physical Culture, Sports and the Development of the Olympic Movement, from November, 2011 to July, 2012 – member of the Federation Council Committee on Federal Structure, Regional Policy, Local Government and Northern Affairs. From July, 2012 to September, 2015 he was member of the Federation Council Committee on Economic Policy. From October 7, 2015 to March 30, 2016 Ter-Avanesov acted as the deputy of the Kostroma Regional Duma.

As a member of the Federation Council, he was part of the Joint Committee on Cooperation between the National Assembly of the Republic of Armenia and the Federal Assembly of the Russian Federation. He was a member of the permanent delegation of the Parliamentary Assembly of the Council of Europe (PACE), as well as a member of the PACE Committee on Migration, Refugees and Displaced Persons and a member of the PACE Committee on Equality and Non-Discrimination.

He was the deputy head of the group for cooperation between the Federation Council of the Federal Assembly of the Russian Federation and the Council of States of the Federal Assembly of the Swiss Confederation.
