Alex Glover-Quartey
Dr. Alex Glover-Quartey is a Ghanaian public sector management specialist and former Head of the Ghana Civil Service. He was appointed in 2003 by President John Kufuor in consultation with the Public Services Commission.[1] He oversaw reforms in civil service administration, capacity building, and policy development, and has also worked as a consultant for government agencies, international organizations, and church institutions across Africa.[2] In 2006, he received the Order of the Volta for distinguished public service.[3] In 2023, he was awarded an honorary Doctorate of Letters by the Akrofi-Christaller Institute.[4]
Early life and education
Glover-Quartey was born in Koforidua in the then Eastern Province of the Gold Coast on Wednesday, August 26, 1942. He is a product of Swedru Secondary School (West African School Certificate,1962) and Achimota School (General Certificate of Education (GCE) Advanced Level ( A Level 1964). He obtained the BA (Hons.) Degree in French Studies (1969).
He had a stint as a French teacher at St. Augustine’s College (1969-1971) and was Senior French teacher at Mfantsipim School (1972-1976) after studying at the Sorbonne, Paris, France.
Career
In January 1976, Glover-Quartey joined the Ghana Civil Service as a Senior Assistant Secretary and was posted to the Ministry of Labour, Social Welfare and Co-operatives.[5] He was promoted to Principal Assistant Secretary in May 1980.[5] Later that year, he enrolled at the Institut International d’Administration Publique (IIAP) in Paris, where he obtained a Diploma in Public Administration in July 1981 and a master’s degree in public administration in December 1981 at the Sorbonne.[5]
He returned to Ghana in February 1982 to serve in the Western Regional Administration in Sekondi before resuming doctoral studies in Paris.[5] In December 1984, he successfully defended his thesis and was awarded the Doctorat d’État summa cum laude.[5] The thesis was nominated for the annual best thesis award at the Académie de Paris.[5] He later completed a Doctorate in Public Management at the University of Paris XII.[5]
Glover-Quartey continued his career in the Ghana Civil Service, and in 2003 he was appointed Head of the Civil Service by President John Kufuor in consultation with the Public Services Commission.[6] In this role, he oversaw reforms in policy development, capacity building, and leadership training.[7] He also worked as a consultant for government agencies, international organizations, and church institutions across Africa.[5]
Achievements
During his tenure, Glover-Quartey:
- Strengthened staff capacity within the Office of the Head of Civil Service.[8]
- Developed a three-year strategic plan for the Civil Service.[8]
- Introduced IT training for senior civil servants and refurbished the Civil Service Training Centre.[8]
- Established a Civil Service Clinic and re-opened the cafeteria to improve staff welfare.[8]
- Created the “Highflyer Scheme” to identify and nurture future leaders.[8]
- Reclaimed the Civil Service Building from the Ghana Football Association after six years of occupation.[8]

Awards
In 2006, Glover-Quartey received the Order of the Volta (Companion Division) for distinguished public service.[9] In 2023, he was awarded an honorary Doctorate of Letters by the Akrofi-Christaller Institute for Theology, Mission and Culture.[10]
Personal life
Glover-Quartey has been married to Rosemary for over 55 years, and they have five children.[8] He is a long-standing member of the Accra Ridge Church, where he has served in leadership roles including the Church Council and Men’s Fellowship.[8] He has also chaired boards such as the Akrofi-Christaller Institute and Willis Thomas Watson.[8]
