Alexander Ivanovich Neklessa (born April 25, 1949, (Moscow) a Russian political scientist and economist. Chairman of the Commission on Social and Cultural Problems of Globalization, member of the Bureau of the Scientific Council "History of World Culture" at the Presidium of the Russian Academy of Sciences (RAS), Head of the North-South Group (aka the North-South Laboratory) of the Center for Civilizational and Regional Studies (Department of Global Problems and International Relations of the Russian Academy of Sciences). The head of the association "INTELROS — Intellectual Russia".

He graduated in 1972 Moscow State Institute of International Relations at the Ministry of Foreign Affairs of the USSR; in 1978 — full-time postgraduate study [of Africa of the USSR Academy of Sciences]; in 1997 — Higher Courses of Strategic Analysis (Institute of Strategic Studies, Cairo). He is a full member of the Russian branches of the World Federation for Future Studies (WFSF) and the International League for Strategic Management, Assessment and Accounting (ILSMAA), as well as Philosophical and Economic Academic Assembly of Lomonosov Moscow State University]]. Member of the International Editorial Board (from Russia) of the journal Philosophical Alternatives The Bulgarian Academy of Sciences, the Expert Council of the journal "Economic Strategies" (INES RAS, Russia). Head of the Nexus seminar (Intelros — Commission on Social and Cultural Problems of Globalization of the Russian Academy of Sciences). Member of the Board of the Repnoye School of Effective Communications.

Previously, he headed the Synergetic Laboratory of NPO SINLA (ACMI), headed the intersectoral center Geoeconomics, worked as a chief specialist of the Ministry of Internal Affairs of the Russian Federation, Deputy Director of the National Institute of Development at the Department of Economics of the Russian Academy of Sciences, Deputy General Director Institute of Economic Strategies at the Department of Social Sciences of the Russian Academy of Sciences, Manager of the Strategic Analysis Service of MAPO MIG, expert consultant of the Directorate of Strategic Planning of the Military Industrial Complex MAPO, Scientific Director of the Strategic Development Department of JSC GAO VVC, He was a member of the Strategic Development Committee under the Board of Directors of JSC GAO VVC.

He led the author's analytical program "The Future" / FINAM FM (diploma of the International Academy of Future Research, 2009; winner of the All-Russian Award in the field of socio-political issues "Power No. 4"/nomination "The best text about the future", 2011). He is the author of about 700 publications on political science, economics, and history. He graduated in 1972 Moscow State Institute of International Relations under the Ministry of Foreign Affairs of the USSR. In the same year, he began his scientific activity at the Institute of Africa of the USSR Academy of Sciences. Since 1988, he has been in charge of the Synergetic Laboratory of NPO SINLA. Since 1993, he has been a chief specialist at the Ministry of Foreign Economic Relations of Russia, a member of the working group on the development of the concept and strategy for the development of foreign economic relations of Russia and criteria for ensuring its foreign economic security. Since 1995, he has been an expert, then a manager in the Strategic Analysis Service of MAPO MiG. Since 1997, he has been the head of the Moscow Theoretical Seminar "Global Community: Changing Social and Cultural Paradigms". In 1998, he was a member of the Independent Expert Council on Strategic analysis of foreign and domestic policy issues at the Federation Council of the Federal Assembly of the Russian Federation. Since 1998 — Deputy Director of the National Institute for Development of the Economics Department of the Russian Academy of Sciences, Head of the Laboratory of Geo-economic Analysis and Problems of Social Development of the Institute of Africa of the Russian Academy of Sciences, Head of the intersectoral center "Geoeconomics". Since 1999 — Deputy Director of the Institute of Economic Strategies at the Department of International Relations of the Russian Academy of Sciences. Since 1999 — full member of the Philosophical and Economic Scientific Assembly of the Lomonosov Moscow State University, member of the Scientific Council "History of World Culture" at the Presidium of the Russian Academy of Sciences (1999) Since 2000, he has been the Head of the Geoeconomics Department of the Academy of Geopolitical Problems. In 2000 Member of the Foreign Policy Council under the International Affairs Committee of the State Duma of the Federal Assembly; member of the working research group on Crisis Management in Central Asia, Consortium of Military Academies and Institutes studying Security (within the framework of the Partnership for Peace program) at the J. Marshall Center. Since 2000, he has been a professor at the Academy of Geopolitical Problems. The main area of research is international management systems and trends in global development, including the concept of the historical process as a consistent change in the forms of self—organization of society, geo-economic research and structural modeling of socio-economic processes, the post-Westphalian system of international relations as a hierarchical and dynamic system of global governance, the problems of neo-archaization of society on the African continent, etc.[1]
