Alexander Vega Rocha

Alexander Vega Rocha (Miraflores, Guaviare, 14th April 1979, 41 years old) is a Colombian lawyer, senior civil servant and academic. Lecturer at Libre University and Sergio Arboleda University. He is also a political consultant and international lecturer on electoral and democracy issues, on which he has made several publications. [1] He is currently the National Registrar of the Civil Estate for the period considered between 2019 and 2023. [2]

He has been a magistrate of the National Electoral Council of Colombia (2014-2018), as well as president of that corporation (2016-2018). He has also been executive director for Colombia of the Electoral Transparency, president of the National Surveys Commission and coordinator of Electoral Affairs of the Mayor's Office of Bogotá, D. C.

Biography[edit]

He studied law at Libre University (Bogotá). He did a postgraduate degree in Senior Estate Management at the School of Public Administration (ESAP). He also completed a postgraduate degree in Democracy and Electoral Regime at Sergio Arboleda University. Subsequently, he did a master's degree in Public Security and Defence Policies at the Universidad Camilo José Cela (Madrid, Spain).

He has been coordinator and member of electoral missions of UNASUR, UNIORE and the OAS. In these missions, he has served as an international observer of elections and electoral processes in Latin America, Europe and Asia.

National Registrar of the Civil Estate (2019-2023)[edit]

He was invested as the National Registrar of the Civil Estate on 6th December 2019 after winning the merit-based selection process carried out by the presidents of the Constitutional Court, the Supreme Court of Justice and the Council of State. He has proposed to technologically modernise the entity, to promote the reform of the Electoral Code, which has been in vigour since 1986 (The Decree 2241 of 1986), and to rationalise the electoral organisation's mission processes.

His administration has therefore set out to intensify and expand the modernisation of the National Civil Registry in terms of organisational capacities, process automation, digitalisation of products and portability of computer systems.

All of this with the aim of improving the attention and service to Colombians (in terms of agility, timeliness and access to the services it provides) by systematically and decisively using information and communications technologies, as well as data analytics.

In this context, the following reforms, among others, have been proposed: • An organisational re-architecture of the entity. Redesign the structure, organisation and functions of the institution at both central and decentralised levels, with a view to improving its capacities. • Electoral innovations. To promote the approval of a new electoral code (including a package of strategic reforms against the abstentionism), such as the extension of the election day and the implementation of early, home and postal voting. Develop mixed voting pilots (parallel use of electronic and manual mechanisms) and implement this type of voting in the 2022 presidential elections, as well as biometric identification at electoral tables. • Innovations in identification. Implement the online civil registry, the electronic ID card and the new digital ID card. • Youth democracy. Implement and position the new youth democracy system, which was created by the Youth Citizenship Statute (Law 1622 of 2013). This system has special characteristics: the adoption of a closed list zip system (which guarantees, on the one hand, greater ideological coherence of candidates and, on the other hand, gender equality) and a segmented system of candidate registration (whereby candidates can register by signatures, by youth organisational processes and practices, or by political movements or parties).

Therefore, the roadmap he proposes for the entity is summarised in the headline of his administration, which also gives its name to the 2019-2023 Strategic Plan: "The Registrar's Office of the 21st century".
