Alexandru-Ionuț Panait (born 14 September 1995, Piatra Neamț, Neamț, Romania), is a Romanian computer scientist, innovator and entrepreneur in Cyber Security and Blockchain technologies, being titled by Toader Paun as a man of millions at EuropaFM in the interview.[1] given to him. Alexandru is known in Romania for the technology projects he develops, but especially for the vulnerability[2][3][4][5] which he identified in the SNEP(National Electronic Payment System) through the Ghiseul.ro interface, and in the world for the research and innovation carried out on the Government Blockchain within the NGI (Next Generation Internet) Explorers where he obtained a grant for researching Government Blockchain Technologies.

Public Administration[edit]

Alexandru has been active in the Public Administration area since 2019 and is one of the most well-known voices of young people in Romania who campaign for the digitalization of Romania. Through the e-PrimariaTa, Alexandru standardized and digitized the interaction with several hundred mayors in Romania[6][7]. It is concerned with the economic and procedural efficiency[8] of the entire administrative apparatus.

Blockchain[edit]

In 2017 Alexandru Budisteanu together with Alexandru Panait develops WebDollar, being the first Blockchain technology developed by a team of Romanians[9][10][11][12]. WebDollar is a fully native cryptocurrency for the Browser, written in JavaScript with a NiPoPoW (Non-Interactive Proofs of Proof-of-Work) consensus mechanism.


Cyber Security[edit]

In 2021, the Romanian Government Institutions, CERT-RO (National Cyber ​​Security Incident Response Center) in partnership with ADR (Romania's Digitalization Agenda) eliminated[13] a substantial cybersecurity vulnerability of the SNEP (National Electronic Payment System), so as they mention in the official article[3] on the incident. The whole operation is carried out based on a notification made by Alexandru Panait to CERT-RO.

Alexandru claims that the CNPs of the property owners could be obtained from all the institutions enrolled in the national system, the addresses where the citizens live, but especially data about the goods they own. By exploiting this vulnerability, the data mentioned above could be extracted from 15-19 million Romanians[14]
