Alexei Beltyukov (Russian: Алексей Бельтюков) is a Russian entrepreneur, philanthropist and author. He is best known for his work with the Skolkovo Foundation, and the introduction of anti-corruption processes.[2][3][4][5]
Early life and education[edit]
While living in the Soviet Union, Beltyukov studied medicine.[2][3] After the fall of the Soviet Union in 1991, Beltyukov received his MBA from the French Business School, INSEAD.[1][1][6] Beltyukov learned the French language for a year before enrolling.[7]
Career[edit]
After graduating from INSEAD, Beltyukov worked at McKinsey & Co, a consulting company where he was involved in its transportation, oil & gas, and metals & mining practices.[8] He was recruited by McKinsey Global Institute and co-authored one of the first independent research papers on the state of the post-Soviet economy, 'Unlocking Economic Growth in Russia’.[8][9] He is also one of the authors of the Russian rail reform.[10] He was one of the founders of the Brunswick Rail.[11]
He created A-Ventures Ltd, a company that aimed to assist businesses in trouble.[3] He is an active angel investor and a co-founder of Endemic Capital, an angel club. He is also involved in Solvy.com, a start-up in the education technology field.[12]
Skolkovo Foundation[edit]
Beltyukov was one of the founders of the Skolkovo Foundation and is an advisor.[2] The Russian government established the foundation. Skolkovo’s mission is to create an ecosystem for entrepreneurship and research, with a view of improving the economy by developing technology businesses. The foundation is known for the amount it contributes in grants.[2][3]
Beltyukov created anti-corruption measures to assist the foundation. He introduced an online application process where the applicant can complete an online application form. This process reduces the chance of human interaction and therefore corruption. It also cuts out the opportunity for officials to be offered bribes.[13]
The review process was overhauled by Beltyukov and an internal team at the Skolkovo Foundation. Experts, without links to the applicants, now complete the review process. To increase the quality of this process often the experts are not based in Russia, also reducing the chances of corruption.[14]
A separate committee, ensuring that all three processes are separate, then awards the grants.[15]
Russian Alumni Scholarship[edit]
Beltyukov has founded the Russian Alumni Scholarship at INSEAD.[16] It is targeted to offer financial support to Russian nationals admitted to the school.[16]
