Allan T. Panaligan is a former Acting Mayor of Pasay. He previously served as councilor of Pasay's second district for six terms.
Political career[edit]
Panaligan initially served as Youth Brigade Chairman in 1986 to 1987 before getting elected as councilor from 1998 up to 2006. In 2006, he assumed office as Acting Mayor from 2006 up to 2007.[citation needed]
He ran as congressman in 2007, but lost to then Councilor Jose Antonio Roxas. He ran again in the same position in 2010, but lost to then Councilor Imelda Calixto-Rubiano. He made comeback in city council when he won as councilor in 2013. He was re-elected in 2016, and 2019.[citation needed]
He authored and sponsored legislation including the Child and Welfare Code of Pasay City (2001), Amended Local Zoning Ordinance (2004), Free Movie Pass for Senior Citizens (2007), and the Establishment of the Pasay City Youth Month.[citation needed]
In 2007, he approved four garbage disposal contracts covering 201 barangays in the city at a cost lower than the previous waste management deal entered into by suspended Mayor Wenceslao Trinidad.[1] He also ordered the strict implementation of the city's Traffic Management Code.[2]
Aside from instituting the grants of free shoes, bags, and notebooks to all public school students, he plans legislation to provide free physical therapy clinics in Malibay, Maricaban, San Roque[disambiguation needed], Sta. Clara, and San Isidro[disambiguation needed].[3]
