Amin Hussain Hassan Al Amiri is the current assistant undersecretary for Public Health Policy[1] and Licensing sector at the Ministry of Health and Prevention[2] in the United Arab Emirates[1]. He founded the first Quality Control laboratory for drugs in Dubai Science Park. He made the UAE a member of Uppsala of WHO for monitoring and analyzing the side effects of medicines. Drug Regulatory processes were accelerated significantly under his leadership, thus improving access to innovative and affordable medicines[3]. He drove the full automation of the services in his scope and the update and renewal of many health legislations. He . He was appointed as consultant for the WHO board for blood transfusion. He also won several prizes, including the prize of Rashid Bin Humeid for culture and science and the Gulf prize for blood transfusion. He is the first GCC citizen receiving such a prize. He is also the second Arab citizen who receives the Arab prize for blood transfusion.
Education and Certifications[edit]
Al Amiri received a bachelor’s degree in chemistry from Emirates University, United Arab Emirates in 1985. Later in 1997, he received a master’s degree in medical sciences from Aberdeen University, Scotland and went on to get his Ph.D. degree in medical sciences[4] in 2003 at the same university where he got his master’s degree.

Career[edit]
Al Amiri started his career in the Ministry of Health as the director of the Blood Transfusion [5]Services Center in Sharjah in February 18, 1986. In November 22, 1987 he was appointed as the director for blood bank in the Northern Emirates and he assumed his position as director of blood transfusion [6]services in the UAE in January, 1990. In June 1997, Al Amiri took the position of director of Medical Laboratories and Blood Transfusion Services. He continued in this position until December 03, 2006, where he was promoted to the role of assistant undersecretary for the Ministry of Health until January 06, 2008. He then became Assistant undersecretary for Medical practices & Licensing until March 02, 2014. Since March 2014 he works as the assistant undersecretary for Public Health Policy and Licensing (CEO).
Achievements and Accomplishments[edit]
During his career, Al Amiri accomplished various achievements including:
- Winning the hosting competition for the conference of the International Society for Blood Transfusion (ISBT) in 2016. in the UAE was then the first county in MENA to host this prestigious event.
- He was chosen among 21 persons in the world to review and publish the Optimum and Voluntary Blood Donation[7] book issued by the International Federation of Blood Transfusion[8] in Europe.
-He supervised the implementation of 7 initiatives for medicines[9] price reduction since 2011 where the prices of more than 7500 medicines were reduced by 1 to 85% to support the patients especially those who have limited income.
-Al Amiri participated in making the UAE become the first among Arab countries to register with Bone Marrow Donors Ward registry (BMDW) with 15 Million donors. This helped find donors to 7 leukemia patients and saved their lives.
-He founded the first international quality control laboratory for drugs[10] in Dubai Science Park, which became a reference in drug quality control in the region. Al Amiri led the unification of medical licensing standards between the MOHAP, Dubai, and Abu Dhabi health authorities[11] for healthcare[12] practitioners to facilitate their transfer between emirates.
-He accelerated the sector service's electronic and smart transformation.
- He developed the medical professionals’ assessment system by contracting an international provider for testing Health Professional categories. The testing is done through an electronic system at predetermined centers in 83 countries around the world.
-Al Amiri developed primary source verification[13] system, through third party agreement, to verify the validity of certificates, experience and educational documents of Health professionals.
-His developed the Blood transfusion [14][15] services in the UAE, which was recognized by the WHO that nominated the blood transfusion center in Sharjah as a center of excellence in the Middle East.
-Under his supervision, the center achieved several awards[16] and accreditations, including the international double accreditation by the joint international committee of health accreditation (JCI) and the American Blood Bank Association (AABB) to be the first center in MENA region to get this double accreditation. The center was also the first in the Arab world to receive ISO 9002 accreditation. In 2005/2006, the center received the Sheikh Hamdan award[17][18] for Medical Sciences.
In 2018, He started an organ donation[19] and transplantation program[20]which saved the life of more than 80 patients in the country. Under his supervision, the country was declared as the fastest in medicines registration according to a study conducted by IQVIA in the Middle East and Africa. Under his leadership, the ministry launched more than 30 new health legislations between 2018 and 2020. Al Amiri played an essential role in ensuring a continuous supply of medicines and personal protective equipment in the country during the covid-19 pandemic.

- Al Amiri proposed the innovative idea of Emirate safe injection and led its implementation in collaboration with the World Health Organization to support the countries of the federal republics of Tanzania and Nepal.
- He was the secretary general of Sharjah award for voluntary work 2001-2015
- He was the vice president of Emirate volunteers’ society 1996-2000
