Amitabh Gupta, born on 18th June 1969, after completing B.Tech (Electrical Engineering) from I.I.T. Kanpur in 1990 with distinction, was selected for I.P.S. in 1992 and was borne on the Maharashtra Cadre. He completed his training at N.P.A., Hyderabad. He also completed a Master's degree in Police Management from Osmania  University.

After completing training, he was posted as the A.S.P.  in Bhandara district in Nov. 1995, which was naxal-affected. He led several operations in the jurisdiction, resulting in the arrest of 8 Dalam Leaders and wiping out the existence of two Dalams.  Seeing his excellent performance, he was promoted as Supdt. of Police, Gadchiroli District within 12 months of being SDPO in Dec.1996. It was a highly naxal-infected area. He successfully tackled the naxal problem during his stint. The local bodies' election there was conducted peacefully in 1997 with a record percentage of 76% polling despite a call of boycott and bandh given by naxals. For bringing tribals into the mainstream, he organized 60 various Mass Contact Programmes. Based upon his exemplary performance during these two postings in a naxal-affected area, he was given the Special Service Medal in 2001 by the Govt. of Maharashtra. Also, he was awarded the Antrik Suraksha Seva Padak by the Union Government in 2007.

He was posted as S.P., Osmanabad in 1997. The Anti-dacoity Scheme introduced by him led to more than 90% detection of serious property offences, which reduced the incidences of dacoities / robberies by 20%. He had also implemented a unique scheme of community policing, viz Ek Gaon-Ek Ganpati, in which all villages were encouraged to have only one Ganesh Idol during the Ganesh Festival.  85% of the villages in Osmanabad followed that concept.

He was posted as Supdt. of Police, Parbhani in Dec.1998. Illegal activities in the district were curbed by him with relentless efforts. As a result, the revenue of State Transport in Parbhani district was increased by Rs.4 crores in a year, which was a record. Due to the stoppage of clandestine operations, road accidents  dropped remarkably by 40%.  He established a Women Counseling Centre at all Police Stations which led to a 30% drop in offences against women.

He was then posted as Supdt. of Police, Nanded in June 2000. Nanded is considered to be communally sensitive, having a naxal-affected pocket, too.  There was a communal riot in Nanded due to a dispute about routes of the Ganpati immersion procession in 2000.  The riots were controlled immediately, and all processions were completed on Immersion Day itself. This problem had caused riots in the past. That was successfully resolved through continuous meetings between various groups in 2001. He had also curbed illegal activities completely. The Revenue of the Excise Department had increased by Rs. 4 crores. The Revenue of the State Transport was increased by 36 lakhs p.m. Besides efficient policing, as a social initiative, he had organized a Mass Marriage Programme in which 71 marriages of different communities were performed.

After completing successful tenures as Supdt. of Police of four districts, he was posted in Mumbai City as D.C.P., Crime Branch to look after Preventive-Detention and Economic Offences Wing, in 2003. There, he  had disposed of all old pending cases. He had also conducted training workshops for all officers of Mumbai City. This led to a huge increase in Preventive Detections / measures. He was also the co-ordinator to the State Assembly and his meticulous work was appreciated by the Home Minister.

In June, 2004, he was appointed as D.C.P., Zone IX, which consisted of most sensitive areas, e.g. Bandra, Juhu, Santacruz etc. He took utmost efforts to control crime and criminals, anti-social elements, under-world and organized crimes. The post-flood scenario after 26th July, 2005 was handled very deftly by him. For continuous 8 days, without a break, he supervised rescue and relief operations. He conducted 2 Film Star Nites in which Rs.5 crore was collected for the Police Welfare Fund.  The Silver Jubilee National Convention of B.J was held in his jurisdiction in Dec., 2005. Despite the presence of all party stalwarts for several days and with specific security inputs, the entire event passed off peacefully. A major gang looting banks in Mumbai was caught red-handed in a successful trap laid by him. Also, in a separate incident, he personally led a combing operation in which a cross firing took place, and dacoits were nabbed. When Narayan Rane left Shiv Sena, there was a serious threat to Law & Order and personal security, but his skilled manning of policing prevented untoward incidents.

In June 2005, he was posted  as Commandant, State Reserve Police Force, Group VIII, Mumbai. On 9th July, 2006, Serial Train Blasts took place in Mumbai, and he was immediately appointed in the Anti-Terror Squad which was investigating the offences. He was instrumental in the technical analysis of data. He built one of the most modern firing ranges in India at Group VIII. He introduced various welfare measures and welfare money-raising schemes at Group VIII.  The annual income of various welfare schemes at Group reached a whopping Rs.1.5 crore.

        He was promoted as D.I.G.(Admn.) in the Director General of Police office.  He has introduced the on-line Budget Distribution System. He successfully conducted all State functions, e.g. Republic Day Parades, Commemoration Days, 1st May Maharashtra Day Parade, State Police Games, etc. He has also conducted the 56th All India Police Aquatic and Cross Country Championship in April, 2009. He conducted a unique programme of Police Tattoo on 1st May, 2008, involving 2,000 men from all over Maharashtra performing various skills in front of the public. As Secretary of the Police Mess in Maharashtra he completely overhauled the Police Mess at Mumbai and also added three floors to the building.  During the terrorist attack in Mumbai on 9th Nov., 2008, he diligently performed the role of Staff Officer of the Director General of Police by co-ordinating with various agencies.

        In May 2009 he was transferred and posted in Mumbai City as Addl. Commissioner of Police, (West Region) which is the most sensitive and important area.  He formed Regional Quick Response Team and Combat Teams to prepare for any terror attack in West Region [1].  He supervised the Vidhan Sabha Election 2009 which passed off very peacefully without any incident despite keen tussle.

He was awarded the D.G's Insignia on 1st May, 2008 for all the above accomplishments.  Till date, he has received more than 70 appreciations, apart from the two Medals mentioned earlier for exemplary performance in a naxal area.

POSTING DETAILS:

1)   Assistant Superintendent of Police, Sakoli District, Bhandara:

Period: November 1995 to November 1996

Was made In-charge of Naxal Sub Division on completion of probation. The Naxal activity was reduced drastically as a result of the arrest of ten Naxal Dalam members and a Dalam Commander during his tenure. Recovered the first AK 47 in Maharashtra.

2)   Superintendent of Police, Gadchiroli:

Period: November 1996 to August 1997

Based on performance as Assistant Superintendent of Police, he was directly promoted to Superintendent of Police without being made Additional Superintendent of Police. Was In-charge of one of the most difficult districts of Maharashtra state. Various Mass Contact programmes were carried out as part of a Wholistic approach. Capability and penetration of the strike force was increased.

3)   Superintendent of Police, Osmanabad:

Period: September 1997 to December 1998

The district was plagued with the menace of dacoits. Due to proper and effective measures, all dacoities and robberies cases were detected. Introduced the concept of One Village-One Ganpati for the first time in Maharashtra.

4)   Superintendent of Police, Parbhani

Period: December 1998 to May 2000

The district was plagued with a lot of illegal activity. Brought complete stop to it. All criminal activities were brought under control. Being a highly communal district, interaction with various communities was increased.

5)   Superintendent of Police, Nanded:

Period: May 2000 to June 2003

This being the most challenging district of Maharashtra was having Communal, Naxal, terrorism, property offences and all other problems. Effectively tackled all the problems for three years.

6)   Deputy Commissioner of Police, Crime Branch, Mumbai:

Period: July 2003 to July 2004

During this period, he looked after the preventive action, Economic Offence Wing and Operation part of Mumbai Police.

7)   Deputy Commissioner of Police, Zone 9, Bandra, Mumbai:

Period: July 2004 to June 2006

Was in charge of the most high-profile area of Mumbai city. All sensational cases related to high-profile personalities including the film industries were handled effectively. Brought total control on illegal activities.

8)   Deputy Commissioner of Police, Anti-Terrorist Squad, Mumbai:

Period: June 2006 to October 2006

Was attached to the Anti-Terrorist Squad in view of the serial train blast in Mumbai City. Looked after the Technical Wing and Investigation.

9)   Commandant Group IX, S.R.P.F., Mumbai:

Period: November 2006 to July 2007

During this short tenure at Reserve Police, took a lot of initiative for welfare measures of the constabulary. Built a Modern Firing Range, which was first of its kind in Maharashtra.

10) Deputy Inspector General of Police, Administration, M.S., Mumbai:

Period: July 2007 to May 2009

On promotion, was posted as Deputy Inspector General In-charge of the whole Administration of Maharashtra state. Supervised the budget, Departmental Action, Transfer, Welfare measure, Sports and other duties of the entire state. The Cashless facility for treatment of sick policemen was effectively implemented in the entire state.

11) Additional Commissioner of Police, West Region, Mumbai City:

Period: May 2009 to May 2011

Was made in charge of policing of the entire Western Suburban area of Mumbai city. Not a single Law and Order problem or terror incident took place. Established Quick Response Team to deal with Terrorists for the first time in Mumbai City. All high Profile and difficult cases were solved and the media was handled very deftly.

12) Special Inspector General of Police (Training and Special Units), M.S., Mumbai:

Period: May 2011 to July 2014

On promotion was posted in the Training Division which consisted of looking after the Recruitment of Constable and Departmental Sub Inspectors. Revised the entire syllabus of the basic training of Constables, Sub inspectors and Probationary Deputy S.P. Introduced online Recruitment for Constabulary.  Maharashtra was the first state to introduce total Online Registration for recruitment to Constabulary. He was the sole fulcrum for it. Conducted Departmental Exams for Promotion to Sub Inspector which was last done in Maharashtra in 2002. Brought transparency and integrity in the Process of Recruitment and Basic Training.

13) Special Inspector General of Police, Konkan Range, New Mumbai.

    Period: August 2014  to 18.4.2015

Has been made In-charge of the Most Important Range of Maharashtra. The Entire Coastal belt of approximately 700 k.m. comes under the Konkan range. All important Vital Installations including Atomic Facilities come under the Konkan Region.

Period: April 2015 to January 2016
