Andree Kirchner (born 1972 in Bremen) is a German legal scholar (public international law) and entrepreneur.

Biography[edit]

Legal Scholar[edit]

He is director of the 2012 established Institute for the Law of the Sea and International Marine Environmental Law (ISRIM) - an independent research institute of the Hugo Grotius gGmbH - non-profit society for the advancement of legal sciences in Bremen. In this capacity he also gives lectures to initiate scientific discourse and public debate on international law topics, e.g. through the Forschungsbörse of the German Federal Ministry for Education and Research[1], the United Nations[2] and at the House of Science in Bremen.[3][4][5][6][7] Since 2015 he is a member of the Scientific Committee and co-organizer of the Jean Monnet Summer School on the European Union and the Law of the Sea (EULoS),[8] which is offered annually by the University of Genoa and the Institute for the Law of the Sea and International Marine Environmental Law.[9] Since 2007 he is a professor of public international law at the University of Applied Sciences Bremerhaven,[10] where he teaches public international law and the law of the sea.[11] Since 2003 he is a Visiting Fellow at the International Maritime Law Institute (IMLI).[12]

He taught international humanitarian law and law of the sea as a guest lecturer at the Technical University in Dresden (2000-2006) and the University of Bremen (2002-2009). From 1997 to 2004 he was an adviser on public international law at the GAUSS Institute for Applied Environmental Protection and Safety in Maritime Traffic in Bremen. In this function he i.a. initiated and organized in 2002 the International Conference on Marine Environmental Law (ICMEL) in Bremen.[13][14][15][16]

Entrepreneur[edit]

Since 2018 he is the chairperson of the supervisory board (COB) of the familie redlich AG, a middle-size joint-stock company in Berlin. He is the managing director (CEO) of the Hugo Grotius gGmbH, a non-profit society for the advancement of legal sciences established in 2014. Since 2010 he is the managing director (CEO) of Kirchner Galabau GmbH, a landscaping and construction company established in 1966 by his father. Since 2005 he is board member of the law firm MLS LEGAL in Bremen and Berlin, together with his spouse.

Since 2000 he is an entrepreneur and established various companies, e.g. consulting companies in Bremen and Mumbai as well as a knowledge management company in cooperation with the University of Bremen and the University of Applied Sciences Bremerhaven.[17][18] From 2002 to 2006 he was as an independent adviser on public international law for the German Federal Ministry for Education and Research and took part as a member of the German Delegation to the 4th and 6th United Nations Informal Consultative Process for Oceans and the Law of the Sea (UNICPOLOS) at the UN Headquarters in New York as well as to meetings of OSPAR (Committees: ICG-MPA, MASH, BDC)[19] and HELCOM (Committees: HABITAT, MARITIME). Moreover, he was assigned as a research intern to the International Maritime Organization (1998) in London, the United Nations Environment Programme (1999) in Nairobi[20] and the International Tribunal for the Law of the Sea (2000) in Hamburg.

In 2003 he received a Doctor of Jurisprudence (Dr. iur.) at the University of Hamburg with a thesis in war and environmental law on Umweltschutz während bewaffneter Konflikte (Environmental Protection in Time of Armed Conflict).[21] From 1995 to 1996 he studied at the University of Stockholm and received with the thesis on Maritime Arrest: Legal Reflections on the International Arrest Conventions and on Domestic Law in Germany and Sweden (2001) a Master of International Law (LL.M.) – with specialization in maritime and transport law.[22]

He studied law from 1992 to 1999 at the University of Marburg, the University of Kiel, the University of Stockholm[23] and the University of Hamburg as well as short term stays at the University of Helsinki, the Viadrina European University, the London School of Economics and Political Science (LSE) and the University of Cambridge.
