Andriy Olehovych Naumov (born May 28, 1982) is a former head of the Main Department of Internal Security of the Security Service of Ukraine. He is currently in Serbia.
Biography[edit]
According to open sources, he worked for a long time in the Prosecutor General's Office and later in the State Agency for Management of the Exclusion Zone of Chornobyl.[citation needed] In 2018, he became the director of the State Enterprise "Center for Organizational, Technical and Information Support of the Exclusion Zone Management".[citation needed]
From the summer of 2019 to July 2021, he headed the Main Department of Internal Security of the SSU.[1]. He was dismissed from service in July 2021 at the president's direction, immediately after neutralizing the FSS RF intelligence network operating in the Kherson region, which included law enforcement officers and officials.[citation needed]
In 2022, Naumov left Ukraine for a family residing in Germany since 2021.[citation needed]
Fight against corruption[edit]
Since 2019, the Main Department of Internal Security of the SSU, led by Andriy Naumov, actively conducted measures to combat corruption within the department and beyond. During operational activities, crimes committed by law enforcement officers were identified and documented[2][3][4][5][6], individuals engaging in provocative actions against the service were detained[7][8][9][10], and numerous financial schemes were uncovered and neutralized[11][12][13][14]. Criminal groups were dismantled[15][16][17], and extortionists were neutralized[18][19].
Fight against smuggling[edit]
Under the leadership of General Naumov, the employees of the Main Department of Internal Security of the SSU actively opposed smuggling. Various measures were organized and implemented to detect and combat smuggling[20][21][22][23], eliminating channels for the delivery of drugs, cigarettes[24], weapons, and ammunition[25].
State security[edit]
In 2020, the department exposed an SSU employee for leaking classified information to foreign intelligence services[26]. Additionally, an FSS RF intelligence network was blocked[27], a group of extortionists involved in illegal amber business was neutralized[28], the activities of a currency exchange center with a turnover of billions of hryvnias[29], and an illegal international telephone traffic routing channel were blocked[30]
Investigation[edit]
In 2022, after leaving Ukraine, Naumov lived in Germany for several months and then moved to Serbia. On June 7, 2022, during an attempt to cross the border between Serbia and North Macedonia, he was arrested with undeclared cash - around 600,000 euros and 120,000 dollars, along with a German citizen, Alexander Akst. In Serbia, a case was opened against Naumov, and he was sent to a detention facility.
His family purchased a 3-room apartment in an elite residential complex in the center of Kyiv. Journalist Yuriy Butusov considered him a "wallet" of the head of the SSU, Ivan Bakanov, and linked the purges in the SSU to the "division of the contraband market."
On October 26, 2022, the State Bureau of Investigations (SBI) informed Naumov of suspicion, stating that while serving as the head of a state enterprise from 2019 to 2021, he fraudulently misappropriated 3.2 million hryvnias (large-scale embezzlement, Part 4 of Article 190 of the Criminal Code of Ukraine).
On September 29, 2023, the Higher Court of the Serbian city of Niš sentenced Naumov to one year of imprisonment for money laundering. In early December 2023, Naumov was released from the Serbian prison. However, due to the appeal of the verdict, his documents were confiscated, and he was prohibited from leaving the country.
Military rank[edit]
- On October 14, 2020, Ukrainian President Volodymyr Zelensky awarded Naumov the military rank of "Brigadier General."
- On March 31, 2022, President Zelensky demoted Naumov by one rank. According to the "Honesty" movement, the demotion was due to Naumov's betrayal of the state.
