In 2008, Andy Kelly campaigned for a councillor pay cut to save £400,000 to invest in the borough's struggling market. The Liberal Democrats, led by Kelly in Rochdale, asked councillors from all parties to support a reduction in their allowances as part of a plan to generate £400,000 in savings that could be invested in Rochdale's struggling market.[3]
