Anne has a B.A. degree from Converse College; M.A. from Florida State University; M.Div. from Princeton; and doctoral work (ABD) from Union Institute along with a D.Min. from Esoteric Theological Seminary. Her doctoral dissertation was developed into a book, Building Communities of Hope, focused on the intersection between community needs and assets, spiritual values, community resources, policy and funding. Career
Anne served as a social caseworker and one of the youngest casework supervisors in Red Cross, with postings in the US and in Korea. Anne led Social Casework Services emergency response during the Blizzard of /78, and authored one of the first studies of key aspects of Red Cross Division Chapters. Following her M.Div at Princeton Theological Seminary. During that period she also lived in shared housing and worked with Maggie Kuhn, Founder of the Gray Panthers, who she calls her “spiritual mother.” Together, they led the Festival of the Ages as Princeton and published a new book, Empowering Ministry in an Ageist Society. She served Valley Forge Presbyterian Church as well as the national Presbyterian Church as Consultant for Health Costs & Policies. Committed to working in collaborative partnerships to foster community and systemic change, Anne began consulting to nonprofits in 1984. She created the first newsletter specifically for that sector, titled The Digest of Nonprofit Management. Over the decades, she consulted with faith communities and judicatories, health and human service organizations, government agencies, foundations, education institutions, associations and community networks and coalitions. In the 1990s, she led foundation, government, interagency and community partnerships to address the challenges of welfare reform and workforce development, created by the new policies of the US federal government. As part of that work, she created The Devolution Toolkit to guide community planning and system development. It became a resource for many nonprofits, technical assistance providers, foundations and local and state governments. In the mid-to-late 1990s, she worked with United Ways in multiple states and United Way of America to build nonprofit and community capacity for measuring outcomes and impact. She began working with county and state governments to help health and human service organizations develop service and network plans, build networks and systems of care, and measure outcomes and impact. She also worked with the NM State Human Service Dept. and NM Department of Health.
In the 2000s, Anne expanded her work researching effective health and behavioral health models and practices, and consulted with multiple agencies and networks to build behavioral health systems that promote recovery and reduce recidivism. She has also helped multiple systems develop and implement plans to provide more integrated services to older adults.
