Assel Tasmagambetova (born October 27, 1979, Makhambet village, Atyrau Region, Kazakh SSR, USSR) — Kazakh philanthropist, ecologist. The founder and the president of the first in Kazakhstan "Saby" Private Charity Foundation, the founder and the leader of Central Asian Institute for Ecological Research.

Biography[edit]

Born October 27, 1979. She is the eldest daughter of the Kazakh politician Imangali Tasmagambetov and school teacher Klara Bekkulova. She graduated from Kazakh State Law University with degree in «Jurispridence» in 1999, then graduated from International Independent University of Enviromental and Politology in Moscow with degree in «Management of the environment and natural resources» in 2009.[1]

Assel Tasmagambetova founded the first in Kazakhstan "Saby" Private Charity Foundation in 2002.[1]

In 2010-2014 she read lections in environmental law in Kazakh National University.[1]

In 2012 she established Central Asian Institute for Ecological Research, that makes researches in environmental protection sphere.[1]

In 2019 she created the Center for Research and Rehabilitation of Caspian seal in Aktau city with the purpose of recruitment of endemic species in Kazakh part of Caspian sea.[2]

Charity[edit]

"Saby" Private Charity Foundation led by Assel Tasmagambetova carries out charitable, social, cultural and public benefit projects to improve live of most vulnerable people. The Foundation gives targeted aids for public health service, education, environmental protection and support of young entrepreneurs.

"Saby" Private Charity Foundation supports programs for medical service for kids and pediatric surgery modernization. The Foundation organizes training programs and workshops for doctors with the best medical specialists. Among most significant medical projects of the Foundation is building of acute pediatric surgery in Almaty (2019), Semey (2020) and Aktau (2021).[3][4]

In 2009 Assel Tasmagambetova initiated program called «Invataxi» for disabled people in 20 cities of Kazakhstan. With support of «Sabi» Foundation autopark with specialized transportation for routing of disabled people for free was developed.[5]

The Foundation supports young entrepreneurs with «Create Your Business» program. Starting from 201 there were 3 000 projects that took part in the program. The total amount of financial help presented to beginning entrepreneurs is more than 1 billion tenge.[5]

From 2020 the Foundation realizes programs to help fight the COVID-19 pandemic, the total amount of costs during pandemic was more than 1,5 billion tenge.[6]

Education projects[edit]

The "Saby" Foundation finances educational grants for orphans to study in higher and secondary educational institutions and organizes events, trainings and courses for their successful admission.

In 2012 new modern complex «Child care center» with a total area of 1717 м² was built in Kyzylorda for little orphans. It was first early learning center with Montessory system in the region.[5]

In 2017 school № 174 was built in a deprived area of Almaty. The new school designed for 1200 kids was presented to Akimat of the city.[5][7]

In 2017 the Center for Social Adaptation of Youth "Meyirim" was built in Aktobe. It consists of 80 apartments for orphan graduates.[5][8]

In 2020 a private Shoqan Ualikhanov School began to work in Almaty.[9][7]

Ecology[edit]

Founded by Assel Tasmagambetova in 2012 Central Asian Institute for Ecological Research conducts research in the field of environmental protection and provides consulting services on ESG certification.

The Institute realizes a widespead program of comprehensive research and conservation of the Caspian seal population. Within the program in 2017—2019 4 international expeditions were organized with participation of scientists from Kazakhstan, France, Russia and Iran. The purpose of expeditions was to research the Caspian Seal population and valuation of its life environment in Kazakhstan part of the Caspian sea.[10][11]

In 2019 the Institute has opened the Center for Research and Rehabilitation of Caspian Seal. Due to its work in November 2020 Caspian seal (Pusa caspica) was included by government Act to the Red Book of Kazakhstan.[12]

In June 2021 Assel Tasmagambetova in cooperation with UN started the program «Reconsider. Recreate. Recontract» to cover ecological theme for youth of Central Asia.
